  • To monitor and supervise contracts and projects: Assist the Coordination in the proposal of actions, planning and monitoring of the execution of projects and their actions, organizing and supervising the work team; follow up the technical and economic execution of projects awarded in tenders and beneficiary entities in calls for proposals; prepare proposals for improvement and contribution to the better performance of the tasks of evaluation, monitoring and control of projects; supervise the execution of technical assistance assigned to its subject.
  • Manage calls for proposals and tenders: Participate in the technical design and preparation of calls for proposals, specifications, forms, and procedures associated with calls for proposals and tenders (contracts); manage the publication process; support the team during the period of submission of applications in calls for proposals and proposals in tenders; follow up and support in the evaluation of applications; process consultations to the advisory bodies of calls for proposals and tenders; perform detailed evaluations of the proposals submitted and prepare the evaluation committees of calls for proposals.
  • Support the coordination of the Area in the preparation of documentation and allegations in response to requests from the European Commission, the General State Administration Comptroller (IGAE), the Court of Auditors (TC) and others.
  • Support in the monitoring and compliance with the cross-cutting management principles of the PRTR of the Fundación Biodiversidad; milestones and objectives, green and digital labeling, do no significant harm (DNSH), prevention, detection and correction of fraud, corruption and conflicts of interest, compatibility of the State aid regime and prevention of double financing, identification of the final recipient of funds, and communication.
  • Organize, attend and participate in meetings and events, including proposing agenda items, identifying participants, preparing papers and presentations, etc. Represent the Area at external meetings, events and functions and contribute to outreach activities, training workshops, seminars, etc.; make presentations on assigned topics/activities.
  • Providing advice to beneficiaries of calls for bids and tenders and support in matters related to
    technical, administrative and economic aspects.
  • Any other function entrusted by the Coordination, Sub-direction and/or Direction.
  • Bachelor’s degree (also former Diplomatura and Licenciatura).
  • At least five years of experience in the drafting and review of economic and expenditure matters of Regulatory Bases and calls for grants and subsidies related to the environment.
  • At least five years’ experience in reviewing the eligibility of the expenditure declared by the beneficiaries of the aid, verifying the reality of the payments and their compliance with the applicable regional, national and Community regulations, as well as with the conditions of approval of the aid.
  • Experience in support tasks for the technical team and grant beneficiaries in the implementation and justification phases of projects.
  • Specific training and/or experience in sustainable urban development, planning, architecture for sustainable design, technology and sustainability applied to the transformation of urban space and/or renaturation works, green infrastructure or ecological restoration.
  • Advanced English proficiency (C1 level or equivalent).
  • Temporary fixed-term contract for the execution of projects financed with European Union Funds (Fifth Additional Provision of Royal Decree-Law 32/2021), with the professional category of JEFE/A.
  • Location of the position: Fundación Biodiversidad headquarters in Madrid.
  • Gross Annual Salary: 39,279.93 €.
  • Maximum expected duration: maximum until 12/31/2026.
  • Expected incorporation date: March 2023.
