PRTR Call for Proposals Project

The objective of the project is the development of infrastructure in the Rambla Sur in response to the serious flooding problems that exist in the urban center of Torre Pacheco. Intervention will be carried out on 1,410 m of the bed of the wadi, protecting 8,677 inhabitants from the risk of flooding and preventing the flooding of 1,239,230 m2 of land.

The so-called La Balsa de Torre Pacheco wadi has been historically altered by man in its natural course, becoming a fractured and intermittent wadi, so that in the sections away from the urban center of Torre Pacheco it disappears in the landscape dominated by fields. This wadi flows into the Rambla del Albujón, which is the main drainage network of the Campo de Cartagena region and flows into the Mar Menor. As it passes through the southern part of the town of Torre Pacheco, the riverbed is located in an urban public space of 1,760 m crossing it from east to west. The specific section to be worked on (RAMBLA SUR) has a length of 1410 m, with untreated areas, others wrongly resolved (47,790 m2 of paved surface) and others abandoned. The RAMBLA SUR is currently degraded, vandalized and converted into a public space afuncional for the residents of Torre Pacheco, requiring a comprehensive action that would mitigate the current flooding problems in the urban core and recover the space for the use and enjoyment of citizens. The total area of public space freed for renaturation is 90,370 m2. The regime of the wadi is eminently torrential and produces frequent flooding as it passes through the urban center of the municipality. The number of inhabitants directly affected by the floods was 8,677 inhabitants, resulting in the flooding of 1,239,230 m2 of urban land (flooding first floors, garages, and causing problems for vehicular and pedestrian traffic) and flooding of existing properties.

The urban center of Torre Pacheco is crossed from east to west by the so-called Rambla Sur. Its channel is located in an urban public space, currently degraded, vandalized and converted into an afunctional space for the neighbors. RAMBLA SUR is conceived as a city-transforming and long-lasting project that will return to the Rambla the spaces in its course that have been occupied and morphologically altered, and will use sustainable urban drainage solutions and green infrastructure to improve its hydrological functioning and reduce water velocity. Thus, a linear urban space integrated into the city will be created, which will become the green lung of the town and will favor the rebalancing between the two areas artificially separated by the inadequate actions carried out in the wadi.
