PRTR Call for Proposals Project

The Floating Forests project proposes the implementation in the Eastern Cantabrian Mountains of environmental actions within the framework of the Community Strategies and Plans, combining conservation of the natural environment, bioeconomy and rural development. Actions will be carried out to favor rural development based on the forest bioeconomy, promoting conservation and development models, precisely in an area that has suffered from the historical deforestation process during the 17th and 18th centuries.

The aim is to reverse this process through an appropriate use of natural resources. The City Council of Ramales de la Victoria, which treasures one of the best surviving Cantabrian oak forests, now wants to develop a Municipal Reserve to attract public use, ecotourism and also to recover and manage its resources. All this, linked to the recovery of the industrial archaeological-forestal heritage as a driving element towards the development of an interpretative tourism model.

Bosques Flotantes is proposed as a project that integrates the environmental and socioeconomic approaches. The creation of the Monte Moro Municipal Reserve is proposed, with official approval by the City Council Plenary. The lines of action are directed towards the forest recovery of the areas, with the appropriate treatment of the holm oak groves present in the Monte Moro Reserve, as well as the recovery of the Atlantic forest. These are the two challenges posed for an area where deforestation has left an indelible mark with more than 10 million trees cut down to build the floating forests.

The connection between the recovery and current forest management with the recovery of the industrial heritage linked to the deforestation of the XVII and XVIII centuries mark a milestone of great attraction to transform the vision and the tourist sale of these Pasiega mountains. This project will provide an ecotourism product linked to the strict forestry area, which due to its uniqueness will help to maintain jobs and rural businesses in an area affected by depopulation, with extreme cases such as the municipality of San Roque de Rio Miera and other surrounding areas, in the heart of the Pasiega Mountains.

Reverse the historical deforestation process in the Eastern Mountains, implementing actions in favor of forests, biodiversity and people, stimulating a new rural development model harmonized with the bioeconomy, adaptation to climate change, fire prevention, revaluation of nature and the historical industrial forest heritage, paying special attention to the Cantabrian oak and deciduous forest, and actively involving society and management agents in the initiatives.
