Spain is one of the most biodiverse countries in the EU, but to address the global environmental emergency and the objectives of the EU’s 2030 Biodiversity Strategy it is essential to improve governance and find efficient tools to do so. Land stewardship is a nature conservation tool that promotes voluntary agreements between owners and non-profit organisations for the improvement of the natural and cultural values of an environment. In Spain it has been promoted for more than 20 years. In this context, the LIFE CUSTODIAN Environmental Governance: an innovative mission to improve biodiversity conservation through land stewardship arises with the aim of promoting public-private and social collaboration for the conservation and restoration of nature within the framework of the European Biodiversity Strategy 2030 and international agreements, through innovation and the promotion of land stewardship. To achieve this objective, the project has the participation of leading organisations linked to land stewardship, both nationally and internationally. The Biodiversity Foundation coordinates the LIFE Stewardship project and the Forum of Networks and Entities of Land Stewardship (FRECT), the Global Nature Foundation (FGN), the González Bernáldez Europarc Spain Foundation (FUNGOBE), SEO/BirdLife, the Network for the Conservation of Nature (XCN) and Eurosite participate as partners. It has the financial contribution of the LIFE Program of the European Union. This initiative, which will run from October 2024 to September 2028 with a budget of 1.7 million, is based on three pillars:

  • Innovation, focused on financial and social mechanisms and the development of public policies.
  • Mobilisation of funding, attracting European and national private and public funds to scale up the project’s results.
  • Internationalization, maximizing the flow of innovation and transferability in land stewardship.

The general objective of LIFE CUSTODIA is to promote public-private and social collaboration for the conservation and restoration of nature within the framework of the European Biodiversity Strategy 2030 and international agreements, through innovation and the promotion of land stewardship. The specific objectives to be achieved are:

  1. Encourage innovation and the generation and promotion of good practices for nature conservation, related to land stewardship.
  2. Promote public policies with special attention to greater legal certainty of land stewardship agreements and the promotion of incentives linked to the effectiveness of agreements in the conservation and restoration of biodiversity.
  3. Promote public-private-social collaboration.
  4. Improve capacities, communication and resources for nature conservation and restoration.
  5. Improve the quality, monitoring and evaluation of land stewardship agreements to measure their effectiveness in conserving biodiversity.
  6. Mobilize public, private and mixed financing for land stewardship.
  7. Maximise, replicate and scale up project results on an international scale, consolidating existing networks.

The project is divided into 8 work packages and 25 subtasks.
These cover both the actions of
project management and coordination (WP1), sustainability,
replicability and exploitation of project results (WP5),
communication and dissemination (WP7), and
monitoring and evaluation (WP8), as well as other work packages focused on technical aspects to achieve the expected results: design and implementation of an innovation programme for land stewardship that can promote initiatives and projects that can be replicated through innovation lighthouses (WP2), promotion of public-social-private collaboration for the development of policies to strengthen land stewardship as a governance tool for nature conservation (WP3), training of land stewardship agents (WP4) and internationalization of land stewardship (WP6).
