The overall objective of this project is to have the conceptual, methodological and instrumental resources for the quantified analysis of an urban system and to propose improvements through the generation of future scenarios, which reduce greenhouse gas emissions.

It is hoped that this reduction will also allow the development of a local strategy to combat climate change, from a systemic perspective.
More specifically, it is intended to:
- Create a database: define, collect and integrate the necessary information into a geographic information system. Select the variables to be evaluated and define the periodicity in the collection of data for the calculation of Greenhouse Gas (GHG) emissions.
- Develop a computer system for the analysis and mapping of GHG emission indicators, by sector and based on the information collected.
- Establish indicators and use their graphical representations for the diagnosis and monitoring of GHGs.
- Design scenarios to support the planning of activities.
- Propose measures to reduce emissions.
