The project aims to incorporate adaptation to climate change into urban planning.
The Navarre Network Association of Local Entities towards Sustainability (NELS Network), with the support of the Biodiversity Foundation, has developed the project “EGOKI – Incorporation of climate change adaptation criteria in the urban planning of the local entities of the Autonomous Community of Navarre”, in order to reduce the vulnerability of Navarrese municipalities and move towards the integral sustainability of the territory.
The project, promoted by the General Directorate of Environment and Territorial Planning of the Government of Navarre (which is part of the Technical Secretariat of the NELS Network) has contributed to addressing one of the main challenges contemplated by the Climate Change Roadmap of Navarre (KliNA), developed by the Regional Government, with the participation of society as a whole.
The project began with the signing of a collaboration agreement and commitment to improving local sustainability between the Government of Navarre, the NELS Network, the public company Nasuvinsa (which integrates Lursarea-Navarre Agency for Territory and Sustainability) and the City Councils of Corella, Esteribar, Noain-Valle de Elorz and Villatuerta. This was followed by a theoretical-practical course in which elected officials, municipal and regional technicians and planning drafting teams were trained, and the technical urban planning commissions of each pilot municipality were trained to develop the work of reviewing municipal planning from the perspective of adaptation to climate change. It has been a process tutored by experts (Tecnalia, as technical assistance of the NELS Network), and of a collaborative nature (workshops have been held with technical planning commissions in each municipality and joint meetings)
The conclusions of the local vulnerability studies and proposals for adaptation measures incorporated into the planning in each municipality have been shared in order to prepare and present to the Government of Navarre a document that guides the integration of adaptation criteria in municipal planning and the preparation of technical planning instructions. The President of the NELS Network has formally presented the document to the Director General of the Environment in a Technical Seminar that has served to disseminate the pilot experiences and extend the knowledge generated to all the agents involved in territorial and urban planning and management in Navarre.
