PESCONECT: Connecting Science and Fisheries for Sustainable Management of Marine Resources

The Spanish Fisheries Confederation (Cepesca) has launched this project to create the first national network that generates, shares and analyzes environmental, scientific and socioeconomic information on the marine environment and that also allows the transfer of knowledge on R+D+i applied to sustainable fishing.

The project is structured in two main lines of work. The first includes the holding of four scientific-technical seminars aimed at the fishing sector (operators, shipowners, skippers, guilds, and members of FLAGs), the Administration and the scientific community, which will take place in Madrid and different coastal areas. These seminars aim to introduce the sector to the basic notions of the fundamentals of scientific research applied to fisheries, the “a-b-c” of fisheries science.

The second line of action includes the development of a pilot project to improve the data collection system, with the aim of optimising the scientific methodology to which the fishing sector has already been contributing for years. In addition, in order to improve the fishing activity carried out in areas of the Natura 2000 Network, by-catch data will also be collected. This pilot project, which will last between two and three months, will be developed in the Mediterranean, as it is a priority area to expand knowledge of stocks and the impact of fishing activity.

General Objective:

Creation of a state network for the transfer of results and the improvement of fisheries management through analysis and generation of environmental, scientific and socio-economic information on the marine environment.

Specific objectives:

  1. Articulate and promote the incorporation of science in fishing activity through the creation of a network that facilitates the sustainable management of marine resources.
  2. To consolidate the integration of scientific activity in the fisheries sector through the development of a demonstrative pilot project for the collection of scientific data.
  3. To promote the exchange of good practices in the sustainable management of marine resources that improves the compatibility of fishing with other uses in Natura 2000 Network areas.
  4. Raise awareness and disseminate the project for the promotion of sustainable fishing based on innovation and knowledge.

The implementation of the PesConect project has promoted collaboration and exchange of knowledge between groups involved in the fishing industry (fishing sector, researchers and administration), resulting in the creation and launch of a network aimed at the sustainable management of marine resources. In this area of action, various actions have been carried out such as:

  • Research needs and solutions to be implemented were identified. More than 38 surveys of different profiles and fishing grounds were collected, their responses were analysed and a SWOT analysis was carried out to improve collaboration between the fishing sector and the scientific sector.
  • 3 specific work plans were drawn up for the three technical groups constituted according to the fishing ground (ICES + NEAFC; Mediterranean GFCM area; TUNA AND RELATED AREAS (ICCAT, IOTC, IATTC and WCPFC), where the needs of each area are reflected.
  • Four seminars were held in different locations (Burela, Murcia, Cádiz, Madrid) with a total impact of 149 attendees and a high degree of satisfaction of the attendees, highlighting the good work environment, the information and contents, the duration and the organization of the seminars.
  • A demonstration project was designed and developed for the collection of scientific data by the fishing sector, which includes an on-board observation protocol.
  • 27 samplings were carried out at 21 tides. In five shipments, a scientific observer was on board and the crew was trained in data collection for sampling populations of small pelagics.

It is worth highlighting the interest shown by the different actors involved in the implementation and proper functioning of this collaboration network, which will allow to continue working on the integration of scientific activity in the fishing sector, as well as on the transfer and continuous exchange of relevant environmental, scientific and socio-economic information on the marine environment.
