The project arises from the need of the sector itself to address the environmental problem of marine litter from a strategic and aligned perspective. To this end, a project has been designed, in accordance with the terms of reference of technical assistance by deliverables that, on the one hand, allow diagnosing and establishing the action plan to contribute to the reduction of 300 tonnes of marine litter annually and, on the other, contribute to the sectoral structuring in relation to the BM2 and BM3 sub-programmes of the Spanish Marine Strategies (Floating garbage and Trash at the bottom, respectively), optimizing the available resources. Likewise, the transition of the sector towards a circular economy that promotes the recovery of marine litter in line with the European Strategy has been supported and, finally, the incorporation of innovative measures in the different gears that integrate garbage collection has been promoted.

The main objective of the project – which aims to involve 95% of the Spanish fishing sector – has therefore been to contribute to the reduction of litter in the marine environment at the national level, through the development of a national strategy for the fishing sector that complements the Marine Strategies in relation to descriptor 10 of marine litter.

General Objective:

To contribute to the reduction of litter in the marine environment at the state level, through the development of the national fisheries sector strategy for the reduction of marine litter that complements the Marine Strategies in relation to descriptor 10 of marine litter.

Specific objectives:

  1. Diagnose and establish the action plan that allows the sector to contribute to the reduction of 300 tonnes of marine litter annually.
  2. Contribute to the sectoral structuring in relation to the sub-programmes Marine Litter -2: Floating litter and Marine litter -3: Litter at the bottom of the Marine Strategies, optimising the available resources.
  3. Support the sector’s transition towards a circular economy that promotes the recovery of waste in line with the European Strategy.
  4. To promote the incorporation of innovative measures in the different arts that integrate garbage collection.

The project MEMOS_BBMM on CEPESCA’s sectoral strategy for the contribution of the fishing sector to the reduction of marine litter has carried out an extensive bibliographic review of the existing data on the actions that the fishing sector is currently applying in the field of marine litter (minimization in the generation of waste on board, management and handling of the waste generated, separation, storage, unloading at port, etc.). Likewise, an evaluation of legislative progress and an analysis of the main projects developed at the national and international levels has been carried out.

A sectoral diagnosis has been prepared at the national level based on the results obtained in the 750 surveys carried out on the fishing sector and other agents of interest, establishing two strategic lines:

  • Awareness and training on marine litter in the Spanish fishing sector
  • Promotion of passive fishing of marine litter in the Spanish fishing sector

Finally, an action plan has been drawn up to reduce 200 tonnes of marine litter through the implementation of a programme for the collection of rubbish in the marine environment.
