PMR WG – Working Group on Recreational Sea Fishing in Spain

Pleamar program

Description

PMR is an important activity in Europe, with nine million fishers involved. And in this sense, the European Union requires the provision of data on recreational catches within the framework of data collection (DCF) and the Multiannual Plan (EU MAP). In Spain there are 900,000 recreational marine fishermen who catch 40,000 tonnes of fish annually. However, there is no systematic collection of information on these catches.

The PMR WG network will contribute to the development of coherent, comparable and adaptive Data Collection Frameworks (DRMs) in Spain at a time when different regional initiatives are being designed and tested. The PMR GT network will strengthen coordination and coherence between these initiatives to provide state-level information. The exchange of information between regional initiatives, including agreements on methodologies and exchange of experiences between science, administrations and users. are key actions of the network promoted with this project.

The leaflet included in the attached project materials contains the programme for the three sessions that have been agreed to be held within the framework of the objectives of the network, as well as a poster detailing in depth the topics to be discussed in the first of these three sessions, open to the participation of any interested party.

The overall objective of the PMR WG network is to strengthen the socio-ecological sustainability of PMR, promoting a network of collaboration and knowledge transfer between fishermen’s organisations, research centres, companies and public administrations.

The 6 specific objectives of the GT PMR network in Spain are:
1. Identify and promote synergies within the consortium and outside it.
2. To analyse different research and management initiatives on PRM developed so far in Spain and other European countries.
3. To promote the development of coherent, comparable and adaptive MRD for PRM in Spain, with special attention to protected areas.
4. To promote the exchange of scientific and technical information with the aim of improving the management of PMR.
5. To analyze the participation of women in the PMR.
6. Disseminate the results and developments of the PMR WG network among different sectors and interest groups and to civil society.

1. Virtual kickoff meeting. Presentation of the project and the consortium. The objectives will be announced and synergies will be identified.
2. First face-to-face meeting (2 days). Presentations and a workshop to analyse research and management initiatives in PMR; and to understand the status of data collection, including protected spaces.
3. Second face-to-face meeting (2 days). Presentations and a workshop to analyse the challenges and needs of data collection, including protected areas; propose the development of mechanisms to improve the exchange of information between key actors; and to analyze women’s participation.
4. Advertising. Press releases will be prepared for the potential recipients of the project (commercial and recreational fishermen, public managers, researchers, representatives of NGOs and commercial sectors) and society in general.
5. Control and monitoring. The development of the project will be actively monitored

In this link you can see the report prepared with the results of the GT PMR – Recreational Sea Fishing Working Group. The document incorporates the diagnosis made on recreational sea fishing in Spain, the socio-economic benefits and its impact on the environment, as well as a summary of the current legislation – at European and national level – that regulates the activity or an analysis of the most caught species. Likewise, the needs, challenges and difficulties of the activity for its maintenance are incorporated.

The work carried out by the network reveals the need to promote initiatives to comply with the mandate to provide recreational fishing catch data to the European Union, as well as the need to work in a coordinated manner between regional public administrations and the central administration and the imperative of communication and coordination with fishermen, based on transparency, personalization and participation. In this sense, the working group has carried out a complete analysis of the Data Collection Frameworks, preparing a SWOT and identifying the priority actions to be developed.

Finally, the project has prepared a study on the gender perspective in recreational sea fishing, including proposals for activities to promote the visibility and participation of women in fishing activity.
