LIFE

LIFE IP INTERNARESIntegrated, innovative and participatory management of the Natura 2000 Network in the Spanish marine environment” is the largest marine environment conservation project in Europe. This is the first initiative at the national level that integrates various funds, policies and actors for the management of an entire network of protected areas.

Its main objective is to achieve a network of marine areas of the Natura 2000 Network, managed effectively, with the active participation of the sectors involved and with research as basic tools for decision-making.

To this end, leading institutions in the field of management, research and conservation of the marine environment have come together. The Biodiversity Foundation of the Ministry for Ecological Transition and the Demographic Challenge coordinates the project. The ministry itself, through the Directorate-General for Biodiversity, Forests and Desertification; the Regional Government of Andalusia, through the Ministry of Agriculture, Livestock, Fisheries and Sustainable Development, as well as the Environment and Water Agency; the Spanish Institute of Oceanography; AZTI; the University of Alicante; the Polytechnic University of Valencia; the Spanish Fisheries Confederation, SEO/BirdLife and WWF-Spain. It is supported by the LIFE Program of the European Union.

All this in accordance with the provisions of the Priority Action Framework for the Natura Network in Spain, the document that defines the priorities and conservation actions necessary in the period 2014-2020 and the sources of funding. In addition, it has the knowledge, experience and results obtained with the LIFE+INDEMARES project.

An extensive programme of research-related actions will be carried out until 2024; monitoring and surveillance; conservation; governance and participation; as well as communication, awareness and environmental education.

With LIFE IP INTEMARES we work together to guarantee the conservation of marine species and habitats of the Natura 2000 Network with sustainable socio-economic development and with the participation of all.

  • To improve the knowledge necessary for marine management.
  • To complete the Natura 2000 Network in the marine environment and to ensure effective management of the areas included.
  • To ensure the maintenance or restoration of the favourable conservation status of habitat types and species of Community interest.
  • Improve surveillance and monitoring of Natura 2000 sites and the conservation status of habitat types and species of Community interest.
  • To provide appropriate training and education for the achievement of the conservation objectives established in the Natura 2000 areas, as well as to promote information, awareness and cooperation between agents involved in conservation.
  • To promote and explore opportunities that the marine areas of the Natura Network can offer to become reference areas for a new production model within the framework of a blue and low-carbon economy.
  • To promote innovative approaches to Natura 2000 at sea.
  • Involve socio-economic sectors and sea users in the management of spaces.
  • Demonstrate the effects of integrated management and disseminate them so that they can be applied in other regions of the EU.
  • Train the managers of the areas declared under the Natura 2000 Network and promote governance mechanisms for these spaces.
  • Support measures that promote adaptation to climate change.

The LIFE IP INTEMARES project carries out an extensive programme of actions based on five strategic blocks:

  • Research
  • Monitoring and surveillance
  • Conservation
  • Governance and training
  • Communication, awareness and environmental education 

Specifically, the actions focus on improving knowledge, completing the Natura 2000 Network in the marine environment, effectively managing its spaces and ensuring the maintenance or restoration of the favourable conservation status of habitats and species of community interest.

They also seek to optimise surveillance and monitoring, provide appropriate training to managers and users of the sea to achieve the conservation objectives established in Natura 2000 areas, as well as promote information, awareness and cooperation between agents involved in their conservation. Finally, mechanisms for the governance of these areas and for the dissemination of the values and opportunities of the marine Natura 2000 Network to society as a whole are promoted.

The implementation of the actions is based on the principles of innovation, participation and integration. For this reason, innovative approaches will be promoted in relation to the marine Natura 2000 Network, in the field of governance, as well as in the use of new technologies for the monitoring and control of marine spaces.

Likewise, integration is the backbone of the project by integrating various policies, such as the Integrated Maritime Policy of the European Union, the Marine Strategies, the Framework Directive on Maritime Spatial Planning or the Common Fisheries Policy in the marine Natura 2000 Network. Various collections are also integrated. For the first time, different large-scale European funds such as the LIFE Programme, the European Social Fund and the European Maritime and Fisheries Fund are joining together in a common challenge.

Finally, various actors are integrated, such as the project partners, as well as more than 30 organizations and administrations, including five Ministries, all the coastal Autonomous Communities and Cities and those of the bordering countries -Portugal and France-. Likewise, throughout the project, different formulas will be implemented to involve many other actors.
