The Sectoral Conference on the Environment held this Thursday and chaired by the Vice-President of the Government and Minister for the Ecological Transition and the Demographic Challenge, Sara Aagesen, has ratified the territorial distribution of 471 million euros for various investments aimed at the conservation and restoration of biodiversity, actions to combat climate change or the circular economy programme.
At the meeting held at the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), the coordination body between the ministry and the autonomous communities has thus validated the agreements that channel funds from the Recovery, Transformation and Resilience Plan (PRTR) for the 2025 budget year in the field of ecological transition.
“When Spain accelerates the ecological transition and strengthens its social and territorial cohesion, we grow more and create new opportunities for everyone. We are in a privileged position to be a country at the forefront,” said the vice-president during her speech, in which she highlighted Spain’s vulnerability to the impacts of climate change.
CIRCULAR
ECONOMY PERTEOne of the highlights of this Thursday’s conference was the circular economy. At the meeting, the autonomous communities were informed about the II Circular Economy Action Plan and the status of the calls for the Circular Economy PERTE, with the three calls in the process of being resolved: in the company, with an endowment of 26.8 million; for the plastics sector, with an endowment of 97.5 million; and for the textile and fashion sector, with an endowment of 97.5 million.
The PERTE from the Next Generation EU funds is aligned with the Spanish Circular Economy Strategy and with European strategies in this area. The investments planned in this public-private collaboration instrument include aid worth 492 million euros and it is expected to mobilise resources of more than 1,200 million euros during its execution.
The grants can reach 10 million, with a minimum aid of 100,000 or 150,000 euros depending on the call. The intensity of the aid varies between 15% and 60%, depending on the type of action and the size of the beneficiary entity.
The PERTE is in execution, with calls already resolved for about 170 million, 222 million euros in calls in the process of resolution and 100 million in the next call, for capital goods, and almost all the calls open and available to the private sector. “This is one of the priorities of the ministry, an agenda of opportunity,” remarked the vice-president.
BIODIVERSITY FOUNDATION
At the meeting held this Thursday, emphasis was placed on the calls of the Biodiversity Foundation, which is currently managing 449 projects with a budget of just over 468 million and belonging to 16 calls. The latest, those referring to the Pleamar Program (European Maritime Fund for Fisheries and Aquaculture) where thanks to an endowment of 14.5 million 43 projects were selected.
“Prioritising environmental policies is prioritising employment and the economy”, said the vice-president.
NATIONAL PARKS
At the meeting of the Sectoral Conference, the agreement authorising the territorial distribution of the subsidy programme that seeks to promote sustainable development in the areas of socio-economic influence of the Network of 16 National Parks comprising 183 municipalities, with an endowment of 3.2 million, was presented.

CONSERVATION
STRATEGIESThe conference held this Thursday also discussed the conservation strategies of the capercaillie and bearded vulture, both species classified as “in danger of extinction”, and shearwaters, with the main objective of establishing priority actions to preserve them.
