Manage calls for aid and carry out the technical and economic monitoring of projects
for the promotion of the Circular Economy in Spain, thanks to the funds of the Recovery, Transformation and Resilience Plan, Next Generation EU, allocated for this purpose.

The assigned task involves providing direct support to the coordination of the area for the organization,
planning, supervision and reporting of the work carried out.

  • Carry out the monitoring and supervision of contracts and projects: Assist the Coordination in the proposal of actions, planning and monitoring of the execution of projects and their actions, organizing and supervising the work team; to monitor the technical and economic execution of projects awarded in tenders and beneficiaries in calls; to prepare proposals for improvement and contribution to the better performance of the tasks of evaluation, monitoring and control of the projects; Supervise the execution of the technical assistance assigned to their subject.
  • Analyze and present information collected from various sources; preparing technical and informative reports on circular economy projects, monitoring developments in the state of the art and in terms of strategies, plans, regulations, programmes or projects related to the activities of the Area and the Ministry of reference. Prepare reports for Coordination/Sub-Directorate/Directorate; prepare and supervise the preparation of various written outputs (write notes and background papers, analyses, sections of reports and studies, contributions to publications, interventions, etc.)
  • Manage calls and tenders: Participate in the technical design and preparation of calls, specifications, forms, and procedures associated with calls and tenders (contracts); manage the publication process; support the team during the period of submission of applications in calls and proposals in tenders; to follow-up, support and supervise the evaluation of applications, allegations and appeals; to process consultations with the advisory bodies of calls and tenders; to carry out detailed evaluations of the proposals submitted and to prepare and assist the evaluation committees of calls.
  • Support the coordination of the Area in the preparation of documentation and allegations against the requests of the General Intervention of the State Administration (IGAE), Court of Auditors (TC) and third parties.
  • Organize, attend and participate in meetings and events, including proposing agenda items, identifying participants, preparing documents and presentations, etc. To represent the Area in meetings, events and external acts and to contribute to outreach activities; training workshops, seminars, etc., make presentations on assigned topics/activities.
  • Provide advice to the beneficiaries of calls and tenders and support on issues of innovation and knowledge transfer.
  • Any other function entrusted by the Coordination, Sub-direction and/or Direction.
  • Bachelor’s degree (also former Diplomatura and Licenciatura).
  • Professional experience of at least 5 years in the design, management and coordination of projects and/or initiatives related to the environment, or of projects and/or initiatives financed with public funds.
  • Experience of at least 3 years in team management.
  • High level in the use of Office tools (Excel, Word, etc.).
  • Experience of at least 3 years in the public sector managing calls for public aid and funds.
  • Specific training and/or experience of at least 3 years in circular economy, waste management or other similar topics.
  • Specific training and/or experience with the Law on Public Sector Contracts and/or the General Law on Subsidies.
  • Higher education in environmental or technical matters: environmental, industrial engineering or other similar matters.
  • Experience of at least 3 years in support of technical teams and/or beneficiaries of
    calls for grants.
  • Advanced English proficiency (level B2 or higher).
  • Immediate availability.
  • Availability to travel (must be expressly indicated in the CV).
  • Temporary fixed-term contract for the execution of the Recovery, Transformation and Resilience Plan. (Fifth additional provision of Royal Decree-Law 32/2021), with a professional category of chief.
  • Gross Annual Salary: €41,467.82
  • Maximum expected duration: until completion of the RTRP-related work
  • Expected date of incorporation: September 2025.
  • Location of the position: headquarters of the Biodiversity Foundation in Madrid
