Support for the tasks of administration, economic and financial management, monitoring, verification
and settlement of direct implementation projects and calls for aid from the
National Recovery, Transformation and Resilience Plan (PRTR) and funds from
the Next Generation EU Recovery Plan.

• Administrative and financial management, as well as management and budget control of RTRP
projects.
• Review of eligibility for all PRTR project expenditures managed by the
unit.
• Review as a financial support technician of the eligibility of PRTR projects
.
• Review of the evaluation tables of the calls for subsidies associated with RTRP
projects.
• Preparation and analysis of cash flow forecasts.
• Monitoring and economic review of project contracts. Support to the areas
in the incidents that arise, management of invoices and their processing in the computer tool
according to the procedures of the FB.
• Prepare or support the preparation of any document, report or economic
report of the projects that are necessary for their economic, financial and
budgetary management according to the procedures of the FB, including external reports.
• Review the settlement reports of the subsidies/grants of the calls for
projects.
• Supervise the monitoring of the technical and economic execution of
its own projects and calls.
• Advise and support the project teams in any economic
task they may need (hiring, justifications, review of reports, among others).
• To help and train the Areas to process the contracting and other processes of the Procedures and Contracting Manual
.
• Write and update the manuals and action guides of the different established procedures
related to the economic management of the economic area and human capital
and that bring the procedures closer to practical management in computer tools
or ERP.
• Support to the heads of the area for the design processes, proposals for improvement,
coordination, transmission of knowledge, development and implementation of the ERP computer tool
and other management tools that are used in the area at all
times.

• Manage economic incidents in the contracting of contract proposals and prepare
the Reports on the correction of contracts and resolutions for the signature of the Management.
• Review of the analytical and financial accounting of the projects and imputation to results.
Proposal for the preparation of the corresponding accounting entries.
• Participation in the external audit process of expenditures. Preparation of documentation
and allegations against the requests of the General Intervention of the State
Administration (IGAE), Court of Auditors (TC) and other control bodies.
• To control the execution of the technical assistance assigned to their subject.
• Any other function entrusted by the Headquarters, the Coordination, the Deputy Directorate and
the Directorate.

University degree (also former Bachelor’s degrees) in Business Administration and
Management, Economic Sciences and/or Business Sciences or equivalent.
• Experience of at least three years in economic-financial administration tasks.
• Advanced level of Excel (specific test will be performed).

Experience of at least two years in or for the public sector.
• Intermediate level of English (B1 level or equivalent)
• Complementary training in Public Funds Management, Accounting, Budgeting
and Sustainable Finance.
• Experience with management tools (Fundanet, Contanet).
• Experience using SharePoint and PowerBI

• Fixed-term temporary contract for the implementation of the Recovery,
Transformation and Resilience Plan. (Fifth additional provision of Royal Decree-Law 32/2021),
with the professional category FIRST TECHNICIAN.

33,373.05• Location of the job: headquarters of the Biodiversity Foundation in Madrid
• Expected duration: linked to the completion of the work related to the RTRP
