The Minister of the Environment, Cristina Narbona, presides today at the Zurbano Palace in Madrid, the second day of the meeting of the Sectoral Conference on the Environment. Narbona will present to the representatives of the autonomous communities the draft of the regulations that will regulate the production and management of construction and demolition waste. It is estimated that 35 million tonnes are produced each year, of which only 1 million tonnes are reused, and 25 million tonnes are deposited in uncontrolled landfills.
The aim of the regulation is to prevent the generation of construction and demolition waste, to encourage the reuse and recycling of waste generated, as well as other forms of recovery, and to ensure that waste destined for disposal operations receives proper treatment, all with the aim of protecting people’s health and the environment. The aim is to maximise the recovery of the resources contained in construction and demolition waste, contributing to the sustainable development of the activity.
The Autonomous Communities and local authorities, in order to guarantee the effectiveness of administrative coordination and efficiency, shall cooperate and provide each other with the mutual assistance they may require for the fulfilment of the powers conferred on them by the legislation on waste in the field of construction and demolition waste, respectively.
In addition, the public administrations will ensure that in the works in which they intervene as promoters, measures are introduced aimed at preventing the generation of construction and demolition waste. They will also promote that in the design phase of the work, design and construction alternatives that generate less waste in the construction and operation phase, and those that favour the environmentally correct dismantling of the work at the end of its useful life, are taken into account.
