Proposal for biodiversity and science strategy opens for consultation

The Ministry for the Ecological Transition and the Demographic Challenge (MITECO), through the Biodiversity Foundation, has opened for consultation the proposal for the future Biodiversity and Science Strategy (EByC), which aims to be an integrating tool, which visualises and improves the contribution of science to the conservation of biodiversity, in such a way that it is the link between national initiatives in biodiversity and natural heritage and those in science, technology and innovation. Specifically, with the preparation and approval of the Biodiversity and Science Strategy, the aim is to act as a bridge between policies for the conservation, sustainable use, improvement and restoration of natural heritage and biodiversity, sectoral policies, science and the practical implementation of actions to improve knowledge and conservation of biodiversity. supported by the implementation of a system for the management and monitoring of knowledge of biodiversity. The EByC is presented as a proposal of the Ministry for the Ecological Transition and the Demographic Challenge, with the collaboration of the Ministry of Science and Innovation. It is a tool for the application of the Spanish Strategy for Science, Technology and Innovation (2021-2027) (EECTI) and the State Plan for Scientific, Technical and Innovation Research (PEICTI) in the field of biodiversity to guide science applied to the conservation of biodiversity under common objectives, avoiding fragmented and unconnected actions between territories, strengthening the decision-making of managers, facilitating greater support and credibility to the management. This initiative is part of the Recovery, Transformation and Resilience Plan (RTRP) funded by the European Union – NextGenerationEU. The key principles on which the strategy is based are consensus and commitment, participation with a gender perspective, recognition of the value of research and knowledge production and effective governance. Based on these principles, for the preparation of the proposal, analyses have been carried out on the identification of actors and a review of international and national strategies, as well as a report on weaknesses, threats, strengths and opportunities. In addition, three participatory workshops have been held with 86 participants from the sectors of science, public administration and civil society organizations, in which information has been collected and actions have been prioritized. Likewise, the preparation process has been presented to the Committee for the coordination, monitoring and evaluation of the State Plan for Scientific, Technical and Innovation Research (PEICTI), as a joint proposal of the Ministry for the Ecological Transition and the Demographic Challenge and the Ministry of Science and Innovation. In this phase, the proposal is open for consultation until November 30 for approval before the end of the year. The Biodiversity and Science Strategy establishes a consensual framework in which six lines of action and 12 key actions are proposed to be developed by the general administration and different bodies of the state public sector,
and in which different actors are involved, within a period of five years from its approval.

The lines of action that form the backbone of the strategy consist of improving the identification of scientific needs for the monitoring and management of biodiversity, promoting coordination mechanisms, involving society, promoting Spanish science in the international context, communicating and transferring scientific knowledge. The final objective is to strengthen the alignment of science in decision-making in policies for planning, conservation, restoration and sustainable management of biodiversity and to regulate the necessary instruments for the knowledge and planning of natural heritage and biodiversity.
