The Council of Ministers has approved the individual allocation of emission allowances for a package of 37 installations that applied for it as new entrants and are included in the scope of application of Law 1/2005, of 9 March, which regulates the greenhouse gas emission rights trading system.
The individualised allocation of emission allowances takes place at the request of the interested party, at the proposal of the Ministers of Economy and Finance, of Industry, Tourism and Trade and of the Environment, after consultation with the Commission for the Coordination of Climate Change Policies and the Public Information Procedure. For this reason, the proposal for the individual allocation of these facilities was submitted to public information, after announcement in the Official State Gazette, and by publication on the website of the Ministry of the Environment, from 3 to 29 December 2005.
It is now proceeding to its final approval after evaluating the 43 allegations received regarding new entrants and the 16 referring to cross-cutting issues. Among the allegations those of the owners of facilities predominate, although non-governmental organizations, business organizations and some Autonomous Communities also participated.
