Extended Term – 1 (temporary) Circular Economy Coordinator

To lead the area for the promotion of the circular economy in Spain, whose activity is carried out with funds from the Recovery, Transformation and Resilience Plan, Next Generation EU, allocated for this purpose.

The task involves the organization, planning, supervision of the area, with responsibility for the budget, the preparation and management of calls for grants and any other contracting that is necessary for the fulfillment of the mission.

  • To lead and coordinate from a technical and strategic point of view all the actions that, from the FB, within the framework of the funds of the Recovery, Transformation and Resilience Plan, Next Generation EU, are promoted in the field of the circular economy.
    This includes preparing, proposing and executing action plans, management reports and budgets of the area; as well as organizing, planning and supervising the tasks of the Area, assigning them among the work team of the Area.
  • Supervision of the technical and economic monitoring of projects of calls and own projects.
  • Supervision of justification, settlement and payment procedures. Review and signing of technical reports.
  • To provide technical knowledge and strategic thinking for the preparation of specifications, forms, models and procedures, as well as, where appropriate, regulatory bases and calls;
  • Preparation and participation in the Project Evaluation Committees. Supervision and support in the procedure for proposing resolutions and final resolutions of calls. Participation in the drafting and monitoring of agreements with other organizations.
  • Support and management of the financial control and monitoring visits carried out by the IGAE, the Court of Auditors, as well as any control entity to which the Foundation is subject.
  • Supervise and provide guidance for the monitoring and control of external assistance.
  • Coordinate activities related to the planning, monitoring and control of impact and result indicators of the area, with a results-based management approach, for the annual report of the Action Plan.
  • Participate in the coordination of work and actions in which various areas of the FB intervene under the supervision of the deputy director and the management.
  • Attend and participate in events and forums. Organize and participate in meetings and events related to the projects managed, including the preparation of documents and presentations, etc.
  • Prepare and supervise reports and notes on the state of the art, progress and results for both the Foundation and the Ministry. Report on the status of the area’s projects in coordination and management meetings. Prepare notes and communication materials. To monitor developments in terms of strategies, plans, regulations, programmes or projects related to the activities of the area and the Ministry of reference.
    • Participate in the Monitoring Committees of the agreement with the Directorate General for Environmental Quality and Assessment for the management of circular economy aid in the Next Generation funds.
    • Any other function entrusted by the Foundation’s Deputy Directorate and/or Management.
  • University degree (also former Diploma and Bachelor’s degree) in Economic or Social Sciences, Engineering, Law, Environmental Sciences, or other equivalents.
  • Professional experience of at least ten years in project management and coordination.
  • Experience of at least five years in the public sector and/or calls for public aid and funds.
  • Experience of at least three years in team management.
  • Specific training or experience, in the Law on Public Sector Contracts and the General Law on Subsidies.
  •  Specific training or experience in state aid and aid to companies.
  •  Experience in justification of publicly funded projects and/or audits.
  •  Specific training or experience in circular economy and/or environmental projects.
  • Specific training in project management related to topics such as waste, product life cycle, decarbonisation of the economy, rationalisation and efficiency in the use of resources, sustainable consumption and/or circular economy.
  • Advanced English proficiency (Level C1 or above).
  • Immediate availability.
  • Temporary contract (interim vacancy until it is definitively covered by the replacement rate).
  • Location of the position: headquarters of the Biodiversity Foundation in Madrid.
  • Gross Annual Salary: €56,421.87
  • Expected date of incorporation: May/June 2025.
