1 Head (temporary) for the Blue Economy and Capacities for the Ecological Transition Area

Planning, monitoring, justification and certification related to the status of the Biodiversity Foundation as an Intermediate Management Body (IGO) of the European Maritime, Fisheries and Aquaculture Fund (EMFAF). It will also plan and supervise the economic aspects of the area, contracting and will monitor budget execution. It will also collaborate, in coordination with other areas, in responding to audits and controls carried out by the IGAE, the Court of Auditors or other bodies.

• Implementation of economic objectives; planning; execution; monitoring and economic justification
of the operational programmes and own projects participated by the Biodiversity Foundation
(FB) as an Intermediate Body of the European Maritime Fisheries and Aquaculture
Fund (FEMPA), as well as other community and national funds in which the Blue Economy
and Skills Area for the Ecological Transition participates.
• Monitoring and economic justification, certification and payments of the actions of the Pleamar
Programme and Biodiversa+, as well as other community and national funds in which the Blue Economy and Capacities for the Ecological Transition Area
participates.
• Issues related to the economic monitoring of projects of calls and own projects
, as well as the procedures for justification, settlement and payment.
• Representation of the FB in the Monitoring Committees of the Funds.
• Execution of calls for public aid co-financed by the European Maritime Fund for Fisheries
and Aquaculture (FEMPA): participate in and supervise the preparation of regulatory bases, calls,
specifications, forms, models and procedures; publication and evaluation of these; prepare and participate
in the Project Evaluation Committees, participate in the procedure for proposing resolutions
and final resolutions.
• Planning, monitoring and evaluation of the economic aspects and the achievement of indicators
in the subsidy applications submitted to the Programme.
• Preparation of expenditure declarations and economic reports for the monitoring of the Programme.
• Settlement and certification of expenditure of co-financed projects and within the measure of technical assistance
to the European Commission and participation in the audits and controls to which the
FB is subjected by the different authorities participating in the EMFAF.
• Relationship with the Managing Authorities, Certification and Audit within the framework of the EMFAF and other national and community funds

• Carry out planning, monitoring and control of external assistance.
• Planning and control of impact and result indicators of the Area for the different annual reports
.
• Attend the financial control and monitoring visits carried out by the General Comptroller of the
State Administration (IGAE) and the Court of Auditors.
• Prepare and manage action plans, management reports and budgets of the Area.
Budget control.
• Support in the preparation of manuals and guides on economic matters for both internal and external use.
• Recording of economic information in the EMFF/EMFAF management tools.
• Any other function entrusted by the Coordination, Deputy Directorate and/or Directorate

• University Degree (also former Diplomas and Bachelor’s Degrees).
• Experience in/with the public sector.
• Experience of at least seven years in the management of Structural Funds or projects co-financed
by these funds.
• Experience of at least three years in economic settlements of projects throughout all their
phases.
• High level in the use of Office tools (Excel, Word, etc.).

• University Degree (also former Diploma and Bachelor’s Degree) in the area of Economics
and/or Political Science.
• Postgraduate degree in subjects related to management in the Public Administration: legal and
economic framework.
• Experience of working in or with Intermediate Management Bodies of Structural Funds in general
and/or of the European Social Fund.
• Experience in managing EMFF/EMFA or projects co-financed by this fund.
• Experience in the management of calls for subsidies and public aid.
• Experience in audits and/or verifications.

• Fixed-term temporary contract for the execution of projects financed with European Union Funds
(Fifth Additional Provision of Royal Decree-Law 32/2021), with the professional
category of HEAD.
• Gross Annual Salary: €42,712.87.
• Maximum expected duration: until December 2029.
• Location of the workstation: headquarters of the Biodiversity Foundation in Madrid
