1st Technician (temporary) for the Verification and Control Unit of the Structural Funds of the Biodiversity Foundation

- Perform and/or review the functions set out for the managing authority in Regulation (EU) 2021/1060 of 24 June 2021 laying down common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime Fund, Fisheries and Aquaculture Fund, as well as the financial rules for those Funds and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy, in particular the procedures concerning the implementation of:

- Administrative verifications of all reimbursement requests submitted by the beneficiaries of the calls for proposals.
- On-the-spot verifications of 100% of the operations co-financed by these financiers, which include the execution of on-site visits, after carrying out an annual plan, to them in order to verify the material reality of the projects and/or actions.
- Prepare and sign expenditure certifications to the EU, ensuring that the expenditure declared under the Structural Funds is in accordance with the applicable national and EU regulations.
- Carry out periodic reviews of the description of the FB systems as OIG of the Operational Plans of these funds and of their calls for grants, aimed at detecting possible risks in them and, if appropriate, implement some type of preventive and/or corrective action, prior communication to the management units.
- Establish the procedures to ensure that all supporting documents related to expenditure and audits for the Operational Programmes are kept available to the Commission and the Court of Auditors for the period laid down in Regulation (EU) 2021/1060, ensuring the availability of all documents in order to ensure that
an appropriate audit trail exists. - Coordinate the response of the Management Units of the funds in all audits carried out to the FB as Intermediate Management Body of the funds.
- For the performance of the functions entrusted to it, it may be assisted by external assistance.
- Collaborate and perform the functions described above with the Management Units when necessary
- Any other function entrusted by the Coordination, Sub-direction and/or Direction.
- Bachelor’s degree (also former Bachelor’s and Bachelor’s degrees)
- Experience of at least five years in liquidation procedures and/or audits of actions co-financed by Structural Funds of the European Union.
- At least five years of experience in third sector or public sector entities.
- Specific training in management verification of the European Union Structural Funds of the 2021-2027 operational programme
- Specific training in State Aid.
- Specific training in public procurement
- Temporary fixed-term contract for the execution of projects financed with European Union Funds (Fifth Additional Provision of Royal Decree-Law 32/2021), with professional category of 1st Technician.
- Gross Annual Salary: €32,559.07
- Job location: Fundación Biodiversidad headquarters in Madrid.
- Expected duration: until December 2029
