Call for 1 Coordinator of the Economic and Human Capital area

Under the Legal, Financial and Human Capital Sub-Directorate: organization,
planning, supervision of the budget and contracting of the area, assigning the functions
among the people of the team. Propose and plan actions.

  • Coordinate the administration of financial resources in accordance with the budget authorized by the Board of Trustees, managing the team in the economic and human capital area and its functions.
  • Supervision and organization of the internal control of the funds and projects implemented at the procedural, administrative, and operational levels of the entity’s activities.
  • Coordination of actions with other Sub-Directorates of the FB.
  • Collaboration with the Good Governance System Compliance Committee.
  • Review of the documentation for signature by the Sub-Directorate and the Directorate (settlements, tenders, contracts…).
  • Participate in the drafting of documents, reports and reports related to economic matters and especially those to be submitted to the Board of Trustees.
  • Respond to requests for documentation and information from audits and audits: IGAE, Court of Auditors and other private audits.
  • Support and standardisation in key processes of calls for public aid, co-financed by national and European funds, collaborating in the preparation of regulatory projects of regulatory bases, calls, specifications, forms, models and procedures; publication and evaluation of these; Prepare and participate in audits, reports, justification, certification and verification of the funder.
  • Support in requirements and audits of projects co-financed by European Commission funds: INTEGRADO, D.G. ENVIRONMENT, LIFE, FEMPA, P.R.T.R and ESF+.
  • Support the Technical Areas in the allocation and certification of expenses before funding bodies (European Commission and private companies).
  • Collaborate with the planning, improvement and standardisation of processes of the Foundation and the Area, as well as organise the supporting documentation and audit trail of the projects.
  • Planning and control of impact and result indicators of the Foundation’s and the Area’s activity for the different periodic reports.
  • Participate in the drafting of documents, reports and reports related to economic matters and especially those to be submitted to the Board of Trustees.
  • Any other function entrusted by the Deputy Directorate and the Directorate.
  • University degree training, also former degrees in Business Administration and Management, Economic, Business, Political and Administration Sciences.
  • Experience of at least ten years of management of funds and public calls in Intermediate Bodies for the Management of Structural Funds.
  • Master’s degree or postgraduate course in subjects related to management in the Public Administration: legal and economic framework.
  • Experience as an interlocutor with the Managing and Certification Authorities of Structural Funds.
  • Experience as an interlocutor with the General Comptroller of the State Administration (IGAE), the Court of Auditors and the Audit Authority

PROFESSIONAL SKILLS:

  • Communication: Excellent oral and written communication skills, ability to adapt language, tone, style, and format to suit the audience, and facility to share information and keep relevant people informed for the fulfillment of their tasks
  • Professional Competence: Efficiency in meeting commitments, deadlines and achieving results; Integration of a results-based approach in the planning of the area, elaboration of the products within the prescribed time, cost and quality standards.
  • Teamwork and taking responsibility for delegated assignments
  • Complementary training in European structural and investment funds.
  • Complementary training in matters related to the activities to be carried out: Law on Subsidies, Law on Public Sector Contracts, detection of fraud in the management of EU funds, among others
  • Medium-high level of English (B2 or higher).
  • In view of the characteristics of the job position, having a pre-existing fixed and indefinite relationship in the state public sector will be valued.

  • Gross Annual Salary: €53,184.28
