It will carry out the work and activities entrusted for the implementation and monitoring of the subsidies and related matters of the European structural funds of the 2021-2027 operational programmes: European Social Fund (ESF+), European Regional Development Fund (ERDF), and European Maritime, Fisheries and Aquaculture Fund (EMFAF) as well as funds from the Recovery, Transformation and Resilience Plan (RTRP), Next Generation EU.

  • Supervision, in accordance with the superior guidelines set by the area coordination, of the work and activities carried out by the rest of the area personnel hired for the management of the projects.
  • Support in the procedures related to subsidies: drafting of the basic orders and calls for proposals, processing, approval, publication, preparation of documents for the Evaluation Committees, resolution, consultations and communications to the BDNS, subsequent review of administrative documentation of the projects applying for the calls for proposals for subsidies.
  • Resolution of doubts from the technical areas on grants and subsidies or any other legal issues related to the calls for proposals.
  • Participation and preparation of legal and administrative documents and forms related to the calls for proposals.
  • Participate in the drafting of specifications, forms, models and procedures related to the calls.
  • Editing and publication in the BDNS of the calls for proposals and their documents, as well as the registration of the awards and payments of their beneficiaries.
  • Consultation in the BDNS of the data referring to the applicants of the calls for grants.
  • Communication to the European Union of State aid. Where appropriate, carrying out the de minimis aid analysis and applying the block exemption regulations.
  • Preparation of Regulatory Impact Analysis Reports (MAIN)
  • Evaluation of the legal-administrative documentation of the proposals submitted to the calls.
  • Follow-up and coordination of the work of the Technical Assistance responsible for the review of the administrative documentation of the grants.
  • Drafting and resolution of doubts regarding personal data protection, analysis and adaptation to the General Data Protection Regulation (GDPR) and security breaches.
  • Participation and follow-up of documents and aid reimbursement procedures.
  • Preparation of reports for the Coordination, Sub-Directorate and Management.
  • Any other function entrusted by the Coordination, the Deputy Director and the Directorate.
  • University Degree (also former Diplomas and Bachelor’s Degrees) in Law.
  • Experience of at least four years working in or for the public sector or for the third sector.
  • Experience of at least two years in the management of work teams.
  • Experience of at least three years in processing, managing and awarding subsidies and/or calls for grants.
  • Specific training on the Law on Subsidies and its Regulations, Law 39 and 40/2015
  • Postgraduate training in subjects related to the management of foundations and public funds and calls, and/or administrative law.
  • Complementary training in matters related to the activities to be carried out: Law on Foundations, among others.
  • Training in State aid regulations, de minimis aid and application of block exemption regulations.
  • Knowledge of the National Grants Database (BDNS)
  • Average English proficiency (B2 level or equivalent)
  • Temporary fixed-term contract for the execution of projects financed with European Union Funds. (Fifth additional provision of Royal Decree-Law 32/2021), with the professional category of HEAD
  • Gross Annual Salary: 40.654,72 €.
  • Job location: Fundación Biodiversidad headquarters in Madrid.
  • Maximum expected duration: until 31/12/2029
