Head (temporary) for the Green Economy and Employment Area

The Green Economy and Employment area aims to work on the green economy, mainly
promoting skills for the green transition with a special focus on unemployed people,
workers and entrepreneurs. All this, mainly in its role as the Intermediate Management Body of
the European Social Fund.
The economic leadership, under the coordination of the area, will have as its mission the economic aspects of the organization, planning and supervision of the area, as well as its budget,
calls, hiring, audits and equipment.

  • Execution of economic objectives; planning; execution; monitoring and economic justification of the operational programmes and own projects participated by the Biodiversity Foundation (FB) as an Intermediate Body of the European Social Fund (ESF) and European Social Fund Plus (ESF+), as well as other community funds in which the Green Economy and Employment Area participates.
  • Monitoring and economic justification, certification and payments of the actions of the Empleaverde Programme and Empleaverde Plus (co-financed by ESF), as well as other community funds in which the Green Economy and Employment Area participates.
  • Matters related to the economic follow-up of call for proposals and projects, as well as justification, settlement and payment procedures.
  • Representation of the BF in the Fund Monitoring Committees.
  • Execution of calls for public aid co-financed by the European Social Fund (ESF and
    ESF+) or other Community funds: participate in and supervise the preparation of regulatory bases,
    calls, specifications, forms, models and procedures; publication and evaluation of these;
    prepare and participate in the Project Evaluation Committees, participate in the procedure for
    proposing resolutions and final resolutions.
  • Relationship with the Managing, Certifying and Auditing Authorities in the framework of the ESF and ESF+.
  • Carry out planning, monitoring and control of external assistance.
  • Planning and control of impact and result indicators of the Area for the different annual reports
    .
  • Attend the financial control and monitoring visits carried out by the General Intervention of
    the State Administration (IGAE) and the Court of Auditors.
  • To prepare and manage action plans, management reports and Area budgets.
    Budget control.
  • Any other function entrusted by the Coordination, Sub-Directorate and/or Directorate
  • Bachelor’s degree (also former Bachelor’s and Bachelor’s degrees)
  • Experience in/with the public sector.
  • At least seven years of experience in the management of Structural Funds or projects co-financed by these funds.
  • Experience in economic and budgetary management.
  • High level in the use of Office tools (Excel, Word, etc.).
  • University degree in Economics, Business Administration and Management, Economics and/or Business Sciences.
  • Experience working in or with Intermediate Bodies managing Structural Funds in general and/or the European Social Fund.
  • Experience in Management and Control Systems of the Intermediate Bodies of the Structural Funds.
  • Experience in management of European Social Fund or projects co-financed by this fund.
  • Experience in the management of public subsidies and grants.
  • Experience in audits and/or verifications.
  • Temporary contract for the management of projects financed with European Funds (Fifth Additional Provision
    of Royal Decree-Law 32/2021), with a professional head category.
  • Gross Annual Salary: €41,467.82
  • Job location: Fundación Biodiversidad headquarters in Madrid.
