  • Carry out the monitoring and supervision of contracts and projects: Assist the Coordination in the proposal of actions, planning and monitoring of the execution of projects and their actions, organizing and supervising the work team; to monitor the technical and economic execution of projects awarded in tenders and beneficiary entities in calls; prepare proposals for improvement and contribution to the better performance of the tasks of
    evaluation, monitoring and control of the projects; supervise the execution of the technical assistance assigned to their subject.
  • Manage calls and tenders: Participate in the technical design and preparation of calls, specifications, forms, and procedures associated with calls and tenders (contracts); manage the publication process; support the team during the period of submission of applications in calls and proposals in tenders; to monitor and support the evaluation of applications; to process consultations with the advisory bodies of the calls and
    tenders; to carry out detailed evaluations of the proposals submitted and to prepare the committees for the evaluation of calls.
  • Support the coordination of the Area in the preparation of documentation and allegations in response to requests from the European Commission, the General State Administration Comptroller (IGAE), the Court of Auditors (TC) and others.
  • Support in the monitoring and compliance with the transversal management principles of the Biodiversity Foundation; milestones and objectives, green and digital labelling, do no significant harm (DNSH), prevention, detection and correction of fraud, corruption and conflicts of interest, compatibility of the State aid regime
    and prevention of double financing, identification of the final recipient of the funds, and communication.
  • Organize, attend and participate in meetings and events, including proposing agenda items, identifying participants, preparing papers and presentations, etc. Represent the Area at external meetings, events and functions and contribute to outreach activities, training workshops, seminars, etc.; make presentations on assigned topics/activities.
  • To provide advice to the beneficiaries of calls and tenders and support on technical, administrative and economic issues.
  • Any other function entrusted by the Coordination, Sub-direction and/or Direction.
  • Bachelor’s degree (also former Diplomatura and Licenciatura).
  • Experience of at least five years in the drafting and revision of technical and expenditure matters of Regulatory Bases and calls for aid and subsidies related to the environment and territory.
  • At least five years’ experience in reviewing the eligibility of the expenditure declared by the beneficiaries of the aid, verifying the reality of the payments and their compliance with the applicable regional, national and Community regulations, as well as with the conditions of approval of the aid.
  • Experience in coordinating participatory projects involving different types of local agents.
  • Experience in projects related to territorial planning, design and management of urban public space and green infrastructure.
  • Experience in support tasks for the technical team and grant beneficiaries in the implementation and justification phases of projects.
  • Specific training and/or experience in sustainable urban development, planning, architecture for sustainable design, technology and sustainability applied to the transformation of urban space and/or renaturation works, green infrastructure or ecological restoration.
  • Advanced English proficiency (C1 level or equivalent).
  • Fixed-term temporary contract with 50% PART-TIME, for the execution of temporary programmes financed by European Union funds (Fifth Additional Provision of Royal Decree-Law 32/2021), with the professional category of HEAD.
  • Location of the position: Fundación Biodiversidad headquarters in Madrid.
  • Gross Annual Salary: €20,733.91 corresponding to part-time.
  • Expected duration: until December 2029
