CofaRmo. Insertion and circular economy: bulky waste management

The project is part of the creation of a new economic activity of the insertion company Grm, promoted by the Lesmes Foundation. This company has been active since 2001 in the field of the environment, specifically in the circular economy sector. The new activity, which has recently begun, consists of the collection, recycling and preparation for reuse of waste electrical equipment and bulky appliances. The aim is to recover and recycle them, significantly reducing the transfer to landfill, including their recovery and reuse.

Two warehouses of 756 m2 each have been set up, with the co-financing of the “Inserciclo” project, within the framework of the Biodiversity Foundation’s Call for the granting of aid to promote the circular economy, in the Villalonquéjar Industrial Estate (Burgos), for the development of this activity.

To enable the reuse of recovered waste, a green store has recently been inaugurated in a central location in the city of Burgos, at c/ Andrés Martinez Zatorre, 3.

The “CofaRmo” project is carried out in the Province of Burgos, with a duration of 24 months and aims to consolidate this initiative. Its purpose is to achieve the acquisition and improvement of social and professional skills to facilitate access to the labour market for people in a situation or at risk of social exclusion, in the circular economy and waste management sector.

For several years now, the amounts of waste identified as WEEE and bulky waste have been increasing significantly. In addition, it has been found that the degree of reuse of this waste, especially the bulky waste that arrives at clean points or is collected on public roads, is very low, ending up in landfill.

Grm has managed the clean points of Burgos since its creation. In them, triage, disassembly and segregation of bulky waste are carried out, in order to reduce the materials that go to landfill, promote the recycling of materials that can become raw material for various production processes and reduce the carbon footprint. This task needs to be expanded and generalized, using an efficient and professional method and technology, which is why it has been decided to launch this initiative.

We understand that the environmental sector, more specifically waste management, is an opportunity to generate insertion employment and is in continuous development. It is a very suitable activity for the profiles of many people in the process of insertion.

The project is aimed at people in a situation of great vulnerability or social exclusion. They are people whose situation makes it very difficult for them to enter the labour market. As it is an insertion company, they are made up of unemployed people belonging to groups in a situation of social exclusion provided for in article 2 of Law 44/2007, of 13 December, for the regulation of the regime of insertion companies, including people under 30 years of age, at risk, such as minors extulelated by the administration, which constitute one of our priority groups. It ensures that at least 50% of the participants are women and that 10% come from rural areas. The total number of participants is 60.

The methodology is based on the development of individual itineraries, typical of insertion companies. It is based on a basic principle: some people, with a low level of employability, can reach the productivity threshold to access the labour market, if a level of progressive demand is developed and, for a sufficiently long period, training and social support are offered. It is a transitional job, always seeking to jump to the ordinary market.

To achieve the acquisition and improvement of social and professional skills to facilitate access to the labour market for people in a situation or at risk of social exclusion, in the circular economy and waste management sector.

The aim is to consolidate a new economic activity of the insertion company Grm, promoted by the Lesmes Foundation, recently started, which consists of the collection, recycling and preparation for reuse of waste electrical equipment and bulky appliances.

The actions envisaged are structured in three phases:

Preparation phase. During the first month, the project and the actions to attract and select participants are disseminated and individual training itineraries will be proposed, based on a diagnosis of each person’s skills and expectations.

Training phase. The project includes initial training in the priority thematic axis indicated in the Call: Circular Economy / Prevention, management and transformation of waste. The entity in charge of delivering these actions is the Lesmes Foundation, in its Training and Employment Centre (CEFE), registered and accredited in the Register of Training Entities, for the delivery of different certificates of professionalism. There are three training actions:

– Course on Basic Operations for the Collection and Treatment of Municipal and Industrial Waste (Training Speciality Cod. SEAG05), in the months of December 2024 and February 2025, with a total of 160 hours, aimed at 20 participants.

– Course on Recovery and Reuse of Bulky Wood Waste (Training Speciality Cod. SEAG0011), between the months of September and November 2025, with a total of 250 hours, aimed at 20 participants.

– Course on Production Operations, Maintenance, Repairs, Assembly and Waste Management (Training Speciality Cod. SEAG0013) between the months of April and June 2026, with a total of 300 hours, aimed at 20 participants.

These training actions are complemented by transversal content, in which all participants participate. These additional contents are:

– 15 hours on equal opportunities between men and women, with content applied to the theme and scope of the project.

– 40 hours on “soft skills”, with content adapted to the type of skills, sector and people participating.

The innovative methodology of Service Learning (APS) will be used. Evaluation, tests and exams will be carried out to accredit the use of the training.

Employment recruitment phase. Subsequently, 15 people are hired by the insertion company Grm. One of them will be hired with an indefinite contract and 14, with a duration of between 6 and 12 months, under the modality of Production Circumstances. These hires are carried out to carry out effective work in the contracting entity, so as to achieve the consolidation and implementation of the knowledge learned, the acquisition of experience and the improvement of the employment situation. Participants receive their salaries and benefit from the working conditions in accordance with the Collective Agreement for the Recovery and Recycling of Waste and Secondary Raw Materials (Code 99004345011982).

  • Course “Basic operations of collection and treatment of municipal and industrial waste”, 215 hours, 20 participants.
  • Course “Recovery and reuse of bulky wood waste”, 305 hours, 20 participants.
  • Course “Production operations: maintenance, repairs, assemblies and waste management” 355 hours, 20 participants.
  • Employment “Expert design of business models in circular economy” 22 months, 1 participant.
  • Employment contract “Waste treatment and recovery plant operator” 12 months, 12 participants.
