ImpulsaAzul: capacity building to promote a sustainable and resilient blue economy

Behind ImpulsaAzul, a group of five institutions, public and private and benchmarks in the field of the Blue Economy, has been formed with the aim of executing a project to train and strengthen the sector. This initiative, with a duration of 24 months (January 2025 – January 2027), seeks to improve the competitiveness of professionals by improving their training, developing skills and, consequently, increasing their capacity for job placement.

Following the Declaration of the Climate Emergency on 29 November 2019, in which Europe commits to reducing its emissions by 55% by 2030 and achieving climate neutrality by 2050, as specified in the European Green Deal, it is essential to decarbonise the economy and reduce the pressure on natural capital. This implies an economic, social and labour transformation of all productive sectors, making it necessary to strengthen the approach to the environmental dimension in the Blue Economy (EE).

The labour market must, therefore, respond to these challenges with the creation of new jobs and the reorientation or transformation of existing ones, also taking into account the gender perspective and attention to particularly disadvantaged groups and giving special importance to the processes of professional training and entrepreneurship.

In this context, the Blue Economy represents one of the sectors with the greatest potential for job creation. In particular, fisheries and aquaculture employ between 10% and 12% of the world’s population, and these figures are estimated to double by 2030 (UN, 2024).

However, maritime jobs are not attractive to the young population, which makes it difficult for companies to find a workforce with the right skills and profiles. At the same time, in the European Union alone there are approximately 14 million young people between the ages of 15 and 29 who have difficulty accessing the labour market, which shows the need to generate employment opportunities for these new generations of professionals.

The main objective of the project is to train unemployed people and workers in sectors of the Blue Economy – one of the areas with the greatest potential for job creation – in order to acquire and strengthen skills that respond to the challenges and opportunities of the ecological transition towards sustainable fisheries and aquaculture.

The specific objectives to be achieved are:

  • To provide 15 training actions (courses) in professional sectors belonging to the Blue Economy by the five partners that make up the grouping, with each institution being responsible for the management of its own training activities.
  • To reach the participation of 420 people, prioritizing the unemployed, but also including workers.
  • To train students to manage educational resources autonomously and proactively, the time spent on the course and the resolution of doubts.
  • To encourage students to continue using the e-learning platform with educational content, specifically created for this project.
  • To promote and facilitate communication between students and teaching staff, as well as interaction between course participants.

The non-regulated training actions included in this proposal contemplate, in addition to the educational dimension, the environmental dimension – promoting the generation of wealth in a responsible and sustainable way – and the social dimension, guaranteeing access to the project under equal conditions. To this end, positive action measures will be applied that favour the participation of women, incorporating the principle of effective equality between women and men in a transversal way. Likewise, priority will be given to access to training for unemployed people, although they will also be able to benefit from the same workers.

The training activities will be taught online and face-to-face in Galicia and Andalusia, and will be completely free. The online content will be channelled through the web spaces of each entity responsible for it, as well as through an information portal and an e-learning platform, an innovative tool of the project created for this purpose.

At the end of each course, the individual evaluation of the students will be carried out, and in the event of obtaining positive results, the satisfactory completion of the corresponding course will be certified.
