The ARPSI of Zalla‐Gueñes has recurrent and potentially very serious floods caused by the insufficient capacity of the current channel to accommodate floods. This situation is aggravated by the presence of structures in the channel that exert an obstruction effect on the flow. The first overflows occur for a return period of less than 10 years. With an expected average damage of €1.08 million/year and a population at risk of 273 inhabitants/year, it is one of the ARPSIs with the highest risk of flooding in the Basque Country.
Different actions have been carried out in the municipality, such as the works in the urban area of Zalla (Mimetiz neighborhood) during the first planning cycle. For this second cycle, actions are planned to defend the Aranguren neighborhood, which accounts for 16.7% of the total ARPSI damage.
The municipality of Zalla is a consolidated urban environment with limited possibilities
artificial or natural lamination of upstream peak flows. Therefore, in order to substantially reduce the risk of flooding, it is essential to implement structural measures in a channel that, on the other hand, is already heavily anthropized.

After the execution of actions in the urban area of Zalla (Mimetiz neighborhood), during the first planning cycle, in this second cycle, ARPSI ES017-BIZ-6-1 foresees the execution of the defense actions of the Aranguren neighborhood.
