In 2006, Spain approved the 'National Plan for Adaptation to Climate Change (PNACC)' and in September 2018 the IV and last Monitoring Report was published. However, the complexity of the institutional architecture in Spain can lead to duplication in adaptation actions and hinder the efficient management of resources, as well as the integration of actions across sectors and administrative levels.

In this sense, the project has analysed the Fourth monitoring report of the 'National Plan for Adaptation to Climate Change 2014-2018 by Autonomous Community' with the aim of improving efficiency in the implementation and monitoring of climate change adaptation policies and actions.


The main objective has been the analysis of the fourth monitoring report of the National Plan for Adaptation to Climate Change (PNACC) 2014-2018 by autonomous community, to improve efficiency in the implementation and monitoring of climate change adaptation policies and actions.


  • Identification of focal points and other key actors at different administrative levels (Autonomous Communities), preferably those who have participated in the Working Group on Impacts and Adaptation (GTIA) or in decision-making related to the National Policy for Adaptation to Climate Change.
  • To compile and integrate into a database the strategies, programmes, plans, initiatives and policies for adaptation to climate change of all the Autonomous Communities, defined in the Fourth Report of the PNACC.
  • Classification of adaptation initiatives by Autonomous Community and by sector, type of impact, risk, time horizon, block of action (climate analysis, generation of climate scenarios, assessment of impacts, vulnerability and adaptation to CC), and expected result.
  • Identification of common initiatives in different territories and identification of the most advanced Autonomous Communities in terms of the implementation of these initiatives in order to establish possible synergies between the administrations of the Autonomous Communities.
  • Analysis of priority initiatives, according to their relevance for the Autonomous Communities and taking into account the time horizon.
  • Identification of the responsible bodies and coordination and participation bodies involved in the development of the common initiatives; Comparison of the entities involved in the implementation process, in order to identify possible improvements in the transfer of knowledge and replicability of the initiatives.
  • Organization of telephone or face-to-face meetings between Lavola and the most advanced Autonomous Communities in the process of implementing the priority common initiatives, so that they can share with Lavola their experience in implementation, emphasizing planning, resource management and identified technical, financial and institutional barriers/opportunities.
  • Preparation of a report for each identified common initiative, which compiles the experience of the most advanced Autonomous Communities in the implementation of these initiatives, considering the information received during the meetings of action seven. This report will summarize planning strategies, resource management, and identified technical, financial, and institutional barriers/opportunities.
  • Dissemination of the report written in the previous phase by e-mail with the Autonomous Communities that are in the process of planning the same initiatives. This first contact between the different bodies of the Autonomous Communities will initiate a process of coordination and exchange of knowledge between the key actors.
  • Propose different digital tools that allow the exchange of comments, modify documents, share reports, etc., between different actors, in an interactive way and in real time, allowing a more effective transfer of opinion.
  • Preparation of an Action Plan that establishes the general guidelines for a more efficient implementation of common initiatives, taking into account the previous experience shared by the Autonomous Communities contacted.
  • Dissemination of results and working session organised at the Biodiversity Foundation for the key actors of the different Autonomous Communities, which in turn facilitates the improvement of networks of contacts and exchange of experiences.


  • Various databases have been developed with information on 320 initiatives, strategies, policies and plans for adaptation to climate change, classified by sector, time horizon and risk, among others.
  • 49 of these initiatives have been prioritised to find synergies between the different autonomous communities.
  • A digital tool for sharing experiences has been created and an action plan has been developed with 19 guidelines for the implementation of adaptation initiatives.
  • The implementation experiences of the different participating regional governments have been reflected in 6 sectoral reports (agriculture, biodiversity, forestry, coast, health and urban planning) that include, among others, the barriers and opportunities encountered and recommendations for improvement.
