The aim of this project was to deepen the legislative measures needed to achieve climate objectives, both in the process of reforming the National Integrated Energy and Climate Plan (PNIEC) and the electricity market, and to review the development of the Climate Change Law two years after its approval.

This initiative has sought to strengthen the work of collaborating with the promotion of changes from the public administration, especially relevant in the Spanish presidency of the EU during the second half of 2023.

The main objective of the project has been to to develop, study and transfer civil society’s measures to the public administration on the development of national and international regulations on climate change and energy, to comply with international commitments, with special attention to the Climate Change and Energy Transition Law and the revision of the National Integrated Energy and Climate Plan (PNIEC).

Specific goals include:

  • To issue reports and proposals from civil society on the development of laws and Royal Decrees for compliance with international agreements and EU obligations regarding climate change and energy transition.
  • To study, participate and follow up on possible regulations and international agreements on climate issues, as well as to transfer information and participate as representatives of civil society in international climate negotiations.
  • To increase knowledge in organizations and public administration about the challenges posed by the energy transition with special emphasis on the electricity system and the application of the Law on Climate Change and Energy Transition.
  • To study, analyze and make a coherent proposal for the energy mix and the necessary legislative transformations in the area of climate change and energy transition.
  • Promote alternatives and disseminate at the national level measures and practices such as the restoration and renaturalization of rivers as measures that serve to adapt to the effects of climate change and improve urban biodiversity and the quality of life of city dwellers.
  • Monitoring of national policies.
  • Monitoring of international policies and participation in the United Nations Framework Convention on Climate Change (UNFCCC).
  • Follow-up report and proposals regarding the revision of the PNIEC and the implementation of Law 7/2021.
  • Proposal for the reform of the electricity market.
  • Promotion of river renaturation and restoration.
  • Dissemination and communication of the project.
  • Participation in public consultation processes on environmental legislation and in meetings with legislative bodies, as well as with other organizations belonging to interested parties in the field.
  • Follow-up of the negotiations at COP27 in Egypt and COP28 in Dubai, participating in previous meetings to prepare the objectives to be negotiated at the world summits.
  • Preparation of three reports on COP28, the reform of the electricity market and the measures needed to close the climate gap.
  • Holding of a seminar to disseminate information on river restoration actions in urban stretches that are being carried out in Spain, the objectives of the Ministry in this regard and the available instruments that have been made available to carry out these measures.
