In a context of multiple crises, environmental policy ambition is more important than ever. In recent years, the ecological crisis has been compounded by an unprecedented health crisis and wars with palpable consequences for the supply of energy and raw materials.

All of this brings to the table the need to change the current economic model towards a more sustainable and resilient one that puts the needs of the planet and people at the center.

The entity states that it is particularly important that the solutions to the different crises do not involve steps backward in terms of the environment and social justice, but instead take steps forward towards a change of system.

The overall objective of the project is to participate in the elaboration and decision making of environmental policies at state and European level, with emphasis on the state and European frameworks for climate, energy and circular economy.

It has the following specific goals:

  • Contribute to the development of state legislation on the Circular Economy, as well as other plans and programs related to the sustainable use of natural resources.
  • Contribute to the negotiations and legislative development of state and European policies on energy and climate change.
  • Contribute to the development of state and European policies and plans related to the protection and promotion of biodiversity.
  • Participation, dialogue and advice to the General State Administration on environmental matters and cross-cutting climate, circular economy, agriculture and biodiversity issues.
  • Monitoring and impact on the transposition of the European Circular Economy Package through the reform of the Waste Law, the Royal Decree on Packaging, as well as plans and strategies related to the use of raw materials for the Energy and Digital Transition (roadmap for the sustainable management of mineral raw materials).
  • Follow-up of the COP27 and COP28 climate negotiations and other European and international climate-related legislative processes and the “climate package” at the state level (Climate Change and Energy Transition Law and the National Integrated Climate and Energy Plan).
  • Monitoring of state and European policies and legislative processes related to the protection and promotion of biodiversity, in particular on the use of pesticides, the development of the Strategic Plan for Natural Heritage and Biodiversity and ecological restoration.
  • Institutional representation of Friends of the Earth before the Vice-Presidency for Ecological Transition and the Demographic Challenge and MITECO, other ministries and Spanish administrations, in meetings at ministerial level and other calls.
  • Dissemination and communication of the project.
  • Activities have been carried out to contribute to the development of policies and legislation, as well as other plans and programs in the areas of energy and climate change, sustainable use of natural resources and circular economy, and protection and promotion of biodiversity.
  • Specifically, meetings have been held with policy makers, letters and reports have been sent with proposals, as well as allegations in stipulated public participation processes. We have also participated in public consultations, held public events and participated in collegiate bodies of the General State Administration.
  • A direct dialogue has been maintained with the Government on cross-cutting and current issues relevant to the environmental agenda, such as the post-COVID recovery, wars and the generalised context of setbacks in environmental policies at European and regional level.
  • Dissemination and communication activities have been carried out to inform the public of the importance of policies aimed at the ecological transition and decarbonization.
