Through this project, the Friends of the Earth association seeks to participate in the development and decision-making of environmental policies at the state and European level, specifically those related to the sustainable management of raw materials and circular economy, climate and energy and the protection of biodiversity.

To this end, proposals based on reports and contrasted data will be sent through meetings, presentation of allegations and participation in public consultations to the main legislative instruments in these matters.

Environmental and ecological transition policies play a fundamental role in the challenge of transforming our society and our economy towards a model in line with the limits of the planet.

By participating in the relevant collegiate bodies, engaging directly with officials of the General State Administration and sending proposals and reports, Friends of the Earth will contribute to ensuring that policies on the circular economy and raw materials, climate change and biodiversity protection have the necessary ambition to address the current environmental crises.

The general objective is to participate in the development and decision of environmental policies at national and European level, with an emphasis on climate, energy, circular economy and biodiversity protection. As specific objectives:

  • Contribute to the development of legislative and policy instruments at state and European level on the sustainable management of natural resources and circular economy.
  • Contribute to the negotiations and legislative development of state and European policies on energy and climate change.
  • Contribute to the development of state and European policies and plans related to the protection and promotion of biodiversity.
  • Participation, dialogue and advice to the General State Administration on environmental matters and cross-cutting climate, circular economy, agriculture and biodiversity issues.
  • Monitoring and advocacy of state plans and laws related to the sustainable management of mineral resources such as the implementation of the Roadmap for the Sustainable Management of Mineral Raw Materials, reform of the Mining Law, transposition of the Fundamental Raw Materials Regulation, and others, as well as the correct implementation of Law 7/2022 on Waste.
  • Monitoring and advocacy on the adoption of European legislation in matters such as the Right to Repair Directive and its implementation, guidelines for the implementation of the Fundamental Raw Materials Regulation and others.
  • Follow-up to the COP29 and COP30 climate negotiations and other European and international climate-related legislative processes and the “climate package” at the state level (Social Plan for Climate and Energy Transition and National Integrated Energy and Climate Plan).
  • Monitoring of state and European policies and legislative processes related to the protection and promotion of biodiversity, in particular on the use of pesticides, ecosystem restoration and the rest of the commitments contemplated in the Strategic Plan for Natural Heritage and Biodiversity.
  • Institutional representation of Friends of the Earth before the Vice-Presidency for the Ecological Transition and the Demographic Challenge and MITECO, other Spanish ministries and administrations, in meetings at ministerial level and other calls.
