Employment Vulnerability Map for a Just Transition: Analysis of Productive Sectors and Development of Capacities and Opportunities in Climate Change Adaptation

MITECO

  • In general, the Spanish productive fabric seems to have low awareness and capacity for adaptation. Key sectors such as agriculture and tourism, which are two of the most impacted by climate change, still do not understand that this impact will reduce their capacity to absorb part of the current demand.
  • At the regional level, most political actions include concerns and recommendations, but very few measures and much fewer quantifiable objectives.
  • The new occupations and training needs that will arise for adaptation to climate change in the different Autonomous Communities have been identified.

There is no doubt that we are already experiencing the impacts of climate change and that these changes will increasingly affect workers. It is therefore crucial to work from a trade union perspective on adaptation to climate change. Knowing the most vulnerable sectors, groups and regions in our country, as well as the employment niches and opportunities related to the adaptation of productive sectors to climate change, allows us to establish more effective measures in favour of social and territorial cohesion and climate justice. This helps to make the ecological transition and adaptation to climate change socially just, reducing inequalities and improving employment and people's quality of life.

To promote a just transition in the productive sectors mainly involved in adaptation to climate change, with special detail in industry, avoiding the negative consequences on employment of the ecological transition and analysing the opportunities and employment niches derived from the process of adaptation to climate change.

  1. High-Level Analysis Group on Just Transition and Employment Opportunities from Climate Change Adaptation.
  2. Quantitative/Qualitative Study on Vulnerability in Industrial Employment of the Ecological Transition and Analysis of Employment Niches Derived from Adaptation to Climate Change.
  3. Interactive Map of Vulnerability and Opportunities.
  4. International Seminar on Just Transition and Employment Impacts and Opportunities Arising from Climate Change Adaptation.
  5. Dissemination of the Project.

The project has consisted of the preparation of a study on vulnerability and opportunities in industrial employment derived from adaptation to climate change and the ecological transition. An analysis has been made through physical and socioeconomic variables of the different Autonomous Communities and has been complemented with the carrying out of 300 surveys of companies and 32 interviews with experts. The most important aspects of the study were transferred to a storymap. A High-Level Group was established to provide information and validate the work, which met on 4 occasions.
