Enea Strategies for Sustainability has developed HADAS-PACT, a management tool to help municipalities in terms of climate change adaptation, and thus improve decision-making.

Enea Strategies for Sustainability has completed the project “HADAS-PACT: Integrated management tool for climate change adaptation within the framework of key local policies and the transferability of Indicators, Management Model and response to the PACT of the Energy and Climate Mayors”. The aim has been to design an integrated management model for adaptation to climate change within the framework of local sustainability policies.

HADAS-PACT is a tool aimed at meeting the needs of different types of municipalities on their way to promoting adaptation to climate change from the local scale, with the ultimate goal of contributing to an efficient and accountable management of public policies on climate change.

This new tool, which also has a complete Support Guide, responds to the need of local entities to address adaptation to climate change in a methodical and decision-oriented way. Through a structured analytical sequence, the model allows a first approximation of the vulnerability and risk presented by the municipality in the face of the main climatic threats. In addition, those municipalities that are already planning or already have a Climate Change Adaptation Plan facilitates the active management of planned actions and the monitoring of the results that are being achieved.

HADAS-PACT also focuses on the municipalities adhering to the Covenant of Mayors for Climate and Energy, facilitating the tasks of managing and reporting the progress achieved and the results obtained with their plans . The tool has been successfully piloted in the Autonomous Community of Navarre by a large group of people with technical and political responsibility in their respective city councils, as well as by supra-municipal entities that are promoting climate change adaptation policies in this Community. A subsequent comparison has been made with two other Autonomous Communities to analyse the transferability of the tool to other local contexts. On the one hand, the tool has been tested with Barcelona Provincial Council and the Barcelona Metropolitan Area (AMB), entities that provide technical support to their municipalities for the promotion and management of their Climate and Sustainable Energy Action Plans (PACES) and, on the other hand, with the Environmental Research Centre of the Government of Cantabria (CIMA) and with the Local Sustainability Network of Cantabria. that support Cantabrian municipalities in promoting their local sustainability policies.

This exercise, which has been of great interest, has served to learn more about other contexts and ways of approaching climate change adaptation policies from the local scale, and has made it possible to make the necessary adjustments so that the tool can be useful for different types of municipalities.
