This initiative aims to promote knowledge and active conservation of the coastal and marine environment of the Iberian Peninsula at a local level, with the support of public agents and volunteers who, acting in a network and within the framework of marine stewardship, consolidate the vision and strategy of community-based biodiversity conservation and integrated coastal zone management.

Among the planned actions are the strengthening of the Silmar Network, based on the general assessment of the expected results, and the verification of the scientific and informative quality of the actions, study stations and work protocols.
The incorporation of three new diving centres or clubs into the Quick-Silmar programme has also been taken into account, as well as the obtaining of a complete map that integrates the marine coastal study areas of previous phases of the Silmar-Sea and Quick-Silmar programme, and the new stations that have financial support.
Two other goals planned in the project are the dynamization and encouragement of new activities and training programs for the volunteers of the Silmar Network; and the increase of the network of volunteers to consolidate the active teams and ensure the operability of the stations.
