PLACC+Biodiversity. Local Climate Change Adaptation Plans

The project supports the policies of the Ministry of Agriculture and Agriculture through the development of a roadmap that guides the design and implementation of Local Climate Change Adaptation Plans (PLACC), defined through the development of a pilot case in the municipality of Vitoria-Gasteiz. Locality that will define its Climate Change Adaptation Plan within the framework of this project. As priority lines of action, work is being done on urban planning and green infrastructures based on the existing natural capital in the municipality, so that their contributions to adaptation are valued. Finally, in order to transfer the methodologies, knowledge and experience acquired to other Spanish municipalities, information days and working groups will be held.

To achieve these objectives, the following actions have been outlined:

  • Catalogue of adaptation alternatives: definition of characterisation criteria, analysis, prioritisation method, good practices and existing gaps
  • . Integration of local policies to promote biodiversity and the fight against Climate Change: analysis of actions with co-benefits, workshop and preparation of an integration guide.
  • Guide for the development of PLACC: which includes an analysis of applicability, gaps, integration with other policies, implementation plan and monitoring plan.
  • Definition of the Vitoria-Gasteiz PLACC: Identification of adaptation assets, selection and prioritisation of actions, identification of shortcomings, definition of the adaptive governance plan and monitoring plan.
  • Participation, dissemination and transfer: On-line working group with municipalities (involved in: adaptation plans and promotion of biodiversity), advisory committee with key agents, Conferences in collaboration with the RECC, Network of Local Governments, in which we want to collaborate with the FEMP.
