  • 7 tourist activities have been analysed using 154 scientific and technical references.
  • It has been possible to analyse 4 international, 4 European, 10 national, 15 regional and 23 PRUG and other standards in ENP.
  • An analysis of the actors involved in tourism in the Spanish Mediterranean has been carried out, taking into account both public and private actors, with the aim of developing a map of sectoral governance.
  • An analysis of the different planning instruments in the maritime environment at the Euro-Mediterranean level has been carried out with the aim of looking for elements that can be incorporated into the Special Maritime Planning (SMP) processes in relation to coastal-maritime tourism activities.

The project aims to promote its application on the main economic activity of the Mediterranean, tourism and recreational transport and cruises, as stipulated in RD363/2016 of mandatory compliance until 2019. PLAN-MEDTUR activates the process, encouraging the participation of public and private actors, and disseminating the opportunities for the application of the PMA on tourism as a tool for sustainable management and maritime governance. The recommendations of the project seek to contribute to the application of the aforementioned decree, and to raise awareness among public and private actors. It also contributes to the achievement of the INTEMARES project in relation to the generation of knowledge, the participation of actors and the promotion of innovative tools for the integral management of coastal and maritime space.

The main objective seeks to generate recommendations for the application of Maritime Space Planning to Tourism in the Mediterranean.

The specific objectives are as follows:

  • To generate a comprehensive vision of the regulatory frameworks and coastal and maritime planning plans for tourist activities and recreational transport/cruises in the Levantine-Balearic demarcation.
  • To improve knowledge about models and mechanisms of maritime governance of tourism in the Spanish Mediterranean.
  • Capitalize on existing experiences in Maritime Spatial Planning of Tourism with an ecosystem approach.
  • To reflect on the possibilities of cross-border integration based on two exemplary cases of European and/or Mediterranean countries.
  • To inform and raise awareness among public and private actors about the opportunities of SMEs as a tool for sustainable management of tourism in maritime areas.
  • Analysis of marine regulatory frameworks, coastal and maritime planning instruments for tourism, recreational transport and cruises, in the Levantine-Balearic demarcation.
  • Analysis of tourism activities, recreational transport and cruises: sectoral delimitation, spatial nature, conflicts, synergies, ecosystem impacts and economic relevance.
  • Analysis of maritime governance of tourism in the Spanish Mediterranean: creation of mapping of public and private actors; analysis of maritime-coastal governance of tourism in the Levantine-Balearic demarcation.
  • Analysis of regulations and planning instruments in the Euro-Mediterranean maritime environment that can be applied to SMEs in relation to coastal-maritime tourism activities.
  • Prepare a final report.
  • Conference + Workshop Organization “Governance and Tourism LDCs in the Levantine-Balearic Region”, within the framework of the Blue Ecoforum – Euro-Mediterranean Forum on Blue Economy and Sustainable Development.
  • Continuous dissemination of the project: Application of the PMA in tourism with an ecosystem approach.

The ECOUNION entity, through the PLANMEDTUR project, has systematically analysed the degree of integration of the ecosystem approach into the regulatory framework of Maritime Spatial Planning (MSO) related to tourism, environmental and economic impacts, conflicts, and competence frameworks. This diagnosis has made it possible to outline general and sectoral recommendations for the correct OEM of tourism with an ecosystem approach. With this, PLANMEDTUR contributes to informing the OEM processes of Decree 363/2017, which will have to be implemented no later than 2021 throughout the State.
