The ecological transition proposes a change in production and consumption systems that will bring with it new opportunities in the labor market. Alongside these great opportunities, there is the challenge of ensuring that the ecological transition is socially just and equitable. On the one hand, it is essential to reduce the gap between existing opportunities and the skills required, promoting training, reorientation and improvement of qualifications. On the other hand, we must simultaneously address the social and territorial impact and support the most vulnerable groups, which, if we do not act, will not benefit from job creation to the same extent as others.
To help respond to these needs, the green economy and employment area of the Biodiversity Foundation promotes initiatives that facilitate access to training and enable people, both unemployed and workers and entrepreneurs, to face the changes that will occur in the labor market with greater confidence. It also aims to enhance the involvement of the private sector in biodiversity policies. To this end, it seeks to mobilize funds, such as the European Social Fund, which it has been managing since 2001.
Under the supervision of the Green Transition Sub-Directorate, the area coordinator is responsible for planning, supervising and organizing the functions of the Green Economy and Employment Area, including its budget, calls for proposals, projects, hiring and equipment.

Project management:

  • Ensure that the design of programs and projects is relevant, effective and efficient, and responds to previously identified needs.
  • Ensure the effective management of funds/budget and human resources assigned to the area:
    – To prepare and manage action plans, management reports and Area budgets.
    – Organize, plan, supervise and control the tasks of the Area, assigning them to the work team.
    – Budget control.
  • Ensure the effective implementation, monitoring and justification of ongoing programs, in particular ESF and ESF+ operational programs in which FB participates as an Intermediate Body of the European Social Fund (ESF) and European Social Fund Plus (ESF+).
  • Ensure that the administrative tasks related to the execution of public aid calls co-financed by the European Social Fund (ESF and ESF+) are carried out in accordance with the rules and procedures of these funds:
    – To supervise and participate in the preparation of regulatory bases, calls for proposals, specifications, forms, models and procedures; to publish and evaluate them; to prepare and participate in the project evaluation committees and to supervise the procedure for the proposal of resolution and final resolution.
    – Organize and supervise the technical and economic follow-up of projects of calls for proposals and own projects, as well as the justification, liquidation and payment procedures. Review and sign technical reports.
    – Organize and supervise the monitoring and justification of the Empleaverde Program and Empleaverde Plus, certification and payments of the Program’s actions.
    – Provide information and support for independent audits and evaluations of the various initiatives under its supervision. To attend the financial control and follow-up visits made by the Intervención General de la Administración del Estado (IGAE) and the Court of Auditors.

Technical leadership and advice:

  • Oversee and coordinate the implementation of the Action Plan as it relates to the initiatives under its supervision.
  • Provide technical support and advice for the identification of new initiatives and the mobilization of funds for the promotion of employment and the green economy, and to encourage the participation of the private sector in the green transition.
  • Support the operation of platforms and initiatives to promote the participation of the private sector in the green transition, such as the Emprendeverde Network and the Spanish Business and Biodiversity Initiative. including the facilitation of forums for discussion and exchange of information on the topics covered by these initiatives;
  • Supervise and coordinate research and activities performed by external collaborators and ensure the high quality of all technical results;
  • Prepare drafts of periodic management reports on the area’s activity; plan and monitor the area’s impact and result indicators for the various annual reports.
  • To prepare reports for the Sub-Directorate and Management and any other function entrusted by them.
  • Participate in the process of design, coordination, knowledge transfer, development and implementation of IT tools.
  • Ensure that gender issues are explicitly addressed and incorporated into all project activities and any outputs, including reports and events;

Promotion, networking and alliances:

  • Maintain a fluid relationship with the Managing, Certifying and Auditing Authorities within the framework of the ESF and ESF+.
  • Represent the BF in the Fund Monitoring Committees.
  • Serve as liaison with FB Management and other areas to ensure the achievement of the overall objectives of FB. Coordinate work and actions with other areas of the FB.
  • Initiate and coordinate new networks and partnerships with key labor market institutions and actors and other relevant networks, such as the European Skills Pact.
  • Plan, design and manage workshops and meetings as required, as well as bilateral exchanges with other partners and institutions. Facilitate the active participation of the social partners in the consultation processes carried out in the initiatives under their supervision.
  • Organize and participate in meetings and events related to the actions and projects managed. Attend and participate in national and international events and forums.

Perform any additional relevant tasks as requested.

  • At least a Bachelor’s Degree (also former Diplomatura and Licenciatura).
  • At least seven years of experience in project management related to green economy, training, job placement, employment workshops and learning-by-doing methodologies.
  • Sound knowledge of issues related to the ecological transition, environmental policies and nature conservation, as well as issues related to the green economy and green jobs and promoting the role of business and entrepreneurs in the ecological transition.
  • Sound knowledge and understanding of the mandate, policies, strategies and tools of the European Structural Funds, in particular ESF and ESF+.
  • At least five years of experience in team management.
  • Excellent command of English (C1 or higher) To prove the level of English, an oral and/or written test will be carried out, except for those candidates who provide a certificate of C1 level or higher according to the Common European Framework of Reference for Languages (CEFR).
  • Excellent command of Office tools (Excel, Word, etc.).

Core competencies and technical skills: oral and written communication skills professional competence and mastery of the subject matter; efficiency in meeting commitments, deadlines and achieving results; integration of a results-based approach in area planning, production of deliverables within prescribed time, cost and quality standards; working
teamwork: support to collaborators, supervision and responsibility for delegated assignments.

  • A Master’s degree would be an asset.
  • Experience in management of European Social Fund or projects co-financed by this fund.
  • Substitution contract (interim) to workers with the right to reserve the job position in accordance with the legislation in force and professional category of Coordinator.
  • Gross annual salary: 53.184,28€.
  • Location of the position: Fundación Biodiversidad headquarters in Madrid.
