Competition for building proposals for the creation of urban climate shelters

Climate shelters are a direct response to the effects of climate change in urban environments, especially in the face of the phenomenon of heat islands, which aggravate thermal conditions in densely built areas.

They are conceived as spaces, indoor or outdoor, that offer protection against episodes of extreme temperatures, providing citizens with an accessible and comfortable environment during these situations.

Its implementation seeks to improve quality of life, reduce health risks, and promote sustainable and equitable urban models.

The competition aims to select ideas for creative, sustainable and technically viable buildings that can be executed, on a temporary/seasonal basis, in the facilities of the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), and serve as a reference for future similar actions.

Climate shelters must be designed according to the Nature-Based Solutions (NBS) approach, incorporating green and blue infrastructures and other strategies that favour the reduction of ambient temperature, such as vegetation, natural or artificial shade, permeable surfaces and elements linked to water.

The competition will be held in a single phase and with the participation of an independent jury, guaranteeing the anonymity of the proposals. Proposals will be evaluated based on their urban integration, versatility, sustainability and feasibility.

The deadline for applications is June 24, 2026 at 2 p.m.

Natural or legal persons, Spanish or foreign, who, having full capacity to act, are not subject to any of the prohibitions on contracting established in articles 71 to 73 of the LCSP, and who prove their ability to contract by any of the means provided for in the aforementioned Law.

  • Persons who hold the status of architect, engineer, technical engineer, or technical architect, building engineer with an officially recognised and qualifying qualification to exercise the profession in the national territory or entities represented by a person who meets this condition.
  • Persons who are duly collegiate, being up to date with their collegiate obligations on the date of submission of the proposal and throughout the processing of the competition.
  • Participation may be carried out individually or in a multidisciplinary team, provided that the team director is one of the professionals mentioned above, collegiate, who will assume technical responsibility for the project. All members who exercise regulated professional functions must accredit the corresponding qualifications. Each participant or team may submit only one proposal.
  • Finalists: €1,500 (VAT not included) to a maximum of six finalists selected by the jury.
  • Winning project: €5,000 (VAT not included).
  • Formalisation of the technical work project contract: maximum of €5,000 (VAT not included) for the formalisation of the winning technical work project contract, if the Biodiversity Foundation so determines.
  • Final price of execution of the project: maximum of € 39,865.00 (VAT not included), price conditioned to the budget of material execution of the proposal.
