MITECO presents a manual to promote the inclusion of sustainability criteria in public procurement

The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has published the Manual for Green Public Procurement of the General State Administration with the aim of facilitating the adaptation and application of the Green Public Procurement Plan within the scope of the General State Administration.
This publication was presented today at the headquarters of the MITECO Biodiversity Foundation in an event attended by various ministerial units of the General State Administration and which was attended by the Undersecretary for Ecological Transition and the Demographic Challenge, Miguel González Suela; the director of the Biodiversity Foundation, Elena Pita; and the manager of the University of Alcalá, Carmen Figueroa Navarro.
Various public bodies have also participated, addressing the challenges of green public procurement and sharing success stories in this field.
This manual contributes to the adaptation and application of the Green Public Procurement Plan of the General State Administration, its autonomous bodies and the managing entities of the Social Security (2018-2025), whose application is led by the Undersecretariat for the Ecological Transition and the Demographic Challenge.
This plan responds to the need to incorporate ecological criteria in public procurement, which will allow administrations to promote and contribute to the objectives of economic and environmental sustainability in the development of their activity.
Specifically, it includes a series of general environmental procurement criteria, of a voluntary nature, which may be incorporated into the procurement specifications such as selection criteria, award criteria, technical specifications and special execution conditions. PROMOTION OF GREEN PUBLIC PROCUREMENT Public procurement is a strategic tool to influence the market and be a driver of economic change to continue moving towards a decarbonised and economically efficient society, which guarantees a sustainable horizon, in compliance with the commitments made by Spain in the Paris Agreement and the European Green Deal.
In this line, the 2030 Agenda advocates ensuring sustainable consumption and production patterns and, specifically, promoting public procurement practices that are sustainable, in accordance with national policies and priorities.
In this context, the MITECO Biodiversity Foundation supports the Undersecretariat for the Ecological Transition and the Demographic Challenge in the development of a series of actions related to the Green Public Procurement sector within the framework of the “Changing lifestyles to recover nature” programme, which it coordinates within the framework of the Recovery Plan. Transformation and Resilience (RTRP) funded by the European Union – NextGenerationEU.
Among these actions, it has published this manual, which has been prepared by the Green Public Procurement Research Group of the University of Alcalá and has the support of the General Directorate of Services of MITECO.
This publication is aimed at public managers, organisations or entities that must carry out public procurement.
Although its main recipient is the General State Administration, it can also be useful for other public administrations, as well as for other legal and economic operators, in general.
