1st Legal Technician (temporary) of the Quality and Research Department

It will carry out the work and activities entrusted to the management of projects for calls for aid related to European structural funds of the 2021-2027 ESF+ operational programmes, with the European Regional Development Fund (ERDF) and FEMPA (European Maritime, Fisheries and Aquaculture Fund) as well as with the funds of
the Recovery, Transformation and Resilience Plan, Next Generation EU.

• Support in the procedures related to calls for grants: drafting of bases and calls, publication, preparation of documents for the Evaluation Committees
, consultations and communications to the National Database of Subsidies (BDNS), review of administrative documentation of the projects related to the aforementioned European funds.
• Participate in the drafting of regulatory bases and calls, specifications, forms, models and procedures.
• Publication in the BDNS of the documents referring to the calls and their beneficiaries.
• Consultations in the BDNS and Financial Transparency System (FTS) of the data referring to applicants for calls for grants.
• Resolution of doubts in the Technical Areas in aid and subsidies.
• Preparation of administrative documents referring to the management of calls.
• Evaluation of the documentation of the proposals submitted to calls.
• Application of mechanisms for the prevention, detection and correction of fraud, corruption and conflicts of interest.
• Review and analysis of the compatibility of the State aid regime and prevention of double financing.
• Monitoring of the work of the Technical Assistance responsible for the review of administrative documentation of the grants.
• Drafting of guides, manuals, protocols or rules that depend on the legal area in relation to the subsidies subject to the contract.
• Analysis and implementation of trends and existing projects from a legal perspective on matters related to environmental awareness.
• Support in the management of the FB Environmental Management System and in the system for calculating, verifying and offsetting the FB’s Carbon Footprint.
• Support and participation in the development of FB’s equality policies, including those related to orders and calls.
• Any other function entrusted by the Coordination, Sub-Directorate and/or Directorate in relation to the subsidies subject to the contract.

• University degree (also former Diploma and Bachelor’s degree) in Law.
• Experience in the performance of the above described or similar of at least 2 years

• Postgraduate training in matters related to the management of funds and public calls.
• Postgraduate training in environmental matters from a legal point of view.
• Experience, of at least one year, in or for the public sector.
• Complementary training in matters related to the activities to be carried out: Law on Subsidies, Law on Public Sector Contracts, Law on Administrative Procedure, European Regulations on minimum aid and exemption by categories.
• Specific training or experience, of at least one year, in the field of gender equality.
• English level B2 or equivalent.

• Fixed-term temporary contract for the execution of projects financed with European Union funds (fifth additional provision of Royal Decree-Law 32/2021), with the professional category
of FIRST TECHNICIAN.
• Location of the position: headquarters of the Biodiversity Foundation in Madrid.
• Gross Annual Salary: €33,373.05.
• Maximum expected duration: until 31/12/2029
