(Temporary) Head of Circular Economy Area

Manage calls for grants and carry out the technical and economic monitoring of projects for
circular economy financed with funds from the Recovery, Transformation and Resilience Plan (PRTR), Next Generation EU, allocated for this purpose.
The assigned task involves providing direct support to the area coordination for the organization,
planning, supervision and reporting of the work performed.

  • Settlement and certification of PRTR funds. Organization and supervision of the tasks and teams involved. Among other tasks, this includes the review of the eligibility of the expenditure declared by the beneficiaries of the aid, verifying the reality of the payments and their compliance with the applicable regional, national and Community regulations, as well as the following
    as well as the conditions for approval of the aid.
  • Manage calls for bids and tenders. Participate in the design and development of calls for proposals, specifications, forms, and procedures associated with calls for proposals and tenders (contracts); manage the publication process; support the team during the
    period for submitting applications in calls for proposals and proposals in bids; follow up and support the evaluation of applications; process consultations with the advisory bodies of the calls for proposals and bids; perform detailed evaluations of the proposals submitted; prepare and assist the evaluation committees of the calls for proposals.
  • Follow-up and supervision of contracts and projects benefiting from aid, both in the
    technical and economic aspects.
  • Preparation of reports. Analyze and present information gathered from various sources;
    to elaborate technical and informative reports on circular economy projects, to carry out
    monitoring of new developments in the state of the art and in strategies, plans, regulations, programs or projects related to the activities of the Area and the Ministry of reference.
  • Support the coordination of the Area in the preparation of documentation and allegations in response to requests from the Intervención General de la Administración Estado (IGAE), Tribunal de Cuentas (TC) and third parties.
  • Organize, attend and participate in meetings and events, including proposing agenda items, identifying participants, preparing documents and presentations, etc. Represent the Area at external meetings, events and functions and contribute to outreach activities; training workshops, seminars, etc, make presentations on assigned topics/activities.
  • Assisting the Coordination in the proposal of actions, planning and monitoring of the
    execution of the tasks of the area and its performances, organizing and supervising teams.
  • Any other function entrusted by the Coordination, Sub-direction and/or Direction.
  • University Degree (also former Diplomas and Bachelor’s Degrees).
  • At least five years of experience in the public sector managing calls for proposals for subsidies.

  • Willingness to travel
  • Specific training or proven experience in circular economy, project management, Public Sector Contracts Law or General Subsidies Law.
  • Experience in liquidation and certification of European funds.
  • Experience in team management.
  • Advanced English proficiency (level B2 or higher).
  • Temporary fixed-term contract for the execution of the Recovery, Transformation and Resilience Plan. (Fifth additional provision of Royal Decree-Law 32/2021), with professional category JEFE/A.
  • Gross Annual Salary: 40.654,72€.
  • Maximum planned duration: end 2028
  • Location of the position: Fundación Biodiversidad headquarters in Madrid.
