WASTE LAB BIZKAIA CAMPUS: Training for technical staff of the Local Entities of the Territory to support the implementation of waste regulations and the promotion of the circular economy

Waste Lab Bizkaia is an initiative promoted by the Provincial Council of Bizkaia, through its public company Garbiker, attached to the Department of Natural Environment and Agriculture, in collaboration with the Department of Economic Promotion. As the entity responsible for the management of waste of local competence in the Historical Territory of Bizkaia, Garbiker leads this project with the aim of promoting the transition towards a more circular, sustainable and innovative model in the use of resources.

Created in 2024, Waste Lab Bizkaia is set up as a reference centre for the qualitative, creative and innovative recovery of currently underused waste, promoting new ways of generating economic, social and environmental value from it. To this end, it offers a space for innovation and experimentation where people, entities and organisations can collaborate, share knowledge and develop solutions aimed at responding to social, business and environmental challenges.

The centre is structured around three areas of specialisation: awareness and dissemination, research and experimentation, and education and training. This project is precisely in this last area, which gives continuity to the experience developed in a first edition of training aimed at technical staff of SMEs for the development of business plans for waste prevention and management.

Following the results obtained, the new edition is aimed at the technical staff of the local entities of Bizkaia, in order to strengthen their capacities to face the challenges arising from the implementation of European and state regulations on municipal waste. The programme aims to provide participants with technical knowledge, practical tools and work methodologies that allow them to assess the situation of their municipalities, plan improvement actions and develop the regulatory and economic instruments required by current legislation.

The main objective of the project will be to provide participants with the knowledge, tools and skills necessary for the acquisition, updating and improvement of skills in the field of prevention, collection and management of waste of local competence. To this end, the technical, regulatory, economic and organisational aspects that affect municipal waste management will be addressed, paying special attention to the obligations arising from current legislation and good practices applicable at the local level.

Likewise, the project will aim to train participants to analyze the current situation of waste management in their respective municipalities, identifying strengths, weaknesses, needs and opportunities for improvement. On this basis, they will be provided with methodologies and tools that allow them to make a rigorous diagnosis of the existing situation and design action strategies adapted to the characteristics and needs of each local entity.

As a result of the training process, participants will be in a position to promote the development of a municipal waste management plan aligned with the principles of the circular economy, the waste hierarchy and the sustainability objectives established by European, state and regional regulations. In the same way, they will acquire the necessary knowledge to participate in the drafting or updating of a technical waste ordinance and a waste tax ordinance, ensuring that these municipal instruments respond to criteria of efficiency, economic viability, legal certainty and continuous improvement of public waste management services.

In order to adapt the contents to the reality of each local entity, the training will be organized in three different itineraries, aimed at large, medium and small municipalities. This segmentation will allow examples, practical cases and work tools to be adjusted to the specific needs of each group, guaranteeing greater applicability of the knowledge acquired.

The training programme will be structured into nine modules that will address the normative and regulatory framework of waste management, diagnostic and municipal planning tools, the preparation of action plans, the drafting of technical and fiscal waste ordinances, transversal skills related to innovation and critical thinking, as well as the integration of equal opportunities between women and men in professional practice.

As a complement to the training, participants will receive specialised technical advice through visits to waste treatment and recovery facilities in the territory, allowing them to learn first-hand about experiences and solutions implemented in Bizkaia. Likewise, demonstration sessions will be organized by companies specialized in waste collection and management technologies and services, facilitating knowledge of innovative tools applicable to the municipal reality.
