The project was conceived through an approach of applicability at local, national and European level, since the problem addressed is present on a global scale and has a high degree of replicability for any industrial estate that has a high environmental impact on the natural environment.

The naturalization of industrial estates benefits the provision of ecosystem services of regulation (waste decomposition, water purification, pest control) and support (habitat creation, seed dispersal).

Therefore, the project is aligned with the National Strategy for Green Infrastructure and Ecological Connectivity and Restoration and the implementation of nature-based solutions contribute to improving connectivity, biodiversity and provision of ecosystem services in an area with high ecological value.


The general objective of the project has been to generate a Naturalisation Plan for industrial estates, as a pioneering document of natural intervention in this sector. For this reason, the initiative seeks:

  • The preparation of a Plan for the naturalisation of the industrial estates of the Peñas de Aya – Jaizkibel ecological corridor.
  • Development of a multilevel governance model with the different local and supra-municipal actors.
  • Creation of a financing model that guides the naturalisation process of industrial estates.
  • Dissemination of the results among citizens and public and private agents, both local and supra-municipal.


  • Research to analyze the characteristics and assess the industrial estates under study.
  • Assessment of the state of industrial estates and the degree of vulnerability to adverse climatic events.
  • Identification of naturalization interventions that have a greater impact on reducing the vulnerability of industrial estates to climate change. Estimation of the degree of mitigation that would result from the implementation of the interventions and assessment of the degree of ecosystem benefit that natural elements would provide in the ecological corridor and the environment.
  • Design and modelling of industrial estates with naturalisation measurements incorporated into 3D maps.
  • Governance analysis and opportunities; meetings and workshops with the companies of the industrial estates, municipal, regional and provincial public entities.
  • Configuration of governance models that allow configuring a governance model for the implementation of natural solutions in the area of polygons.
  • Analysis of financing opportunities and configuration of a financing model with the aim of analyzing the existing financing alternatives for the execution of the naturalization plan
  • Actions to disseminate results: communication and dissemination.


  • As a result of the development of the project, a Naturalisation Plan for the industrial estates of the Peñas de Aya – Jaizkibel ecological corridor has been drawn up and two annexes, a financing model and another governance document.

  • The plan is built around the objectives of improving economic activity, the natural environment and the response to climate change. The aim is to improve six objectives grouped into the three areas of action.

  • In a first phase, the project carried out a survey of the study area selected for the initiative. To this end, the territorial area where the naturalisation plan will be carried out has been located, defined and delimited. Once the study area has been defined, the diagnosis has been carried out, which consists of a study of urban and territorial planning and three characterizations, one for each area of action.

  • In the case of climate risks, a study has been carried out and a calculation tool has been developed so that, based on the data available by the Basque Government, the situation of the study area can be known. A bibliographic research has also been carried out on the concepts, benefits and measures of naturalization and have been selected through expert opinion and participatory processes to include what type of intervention. With all this, an implementation plan has been drawn up following a structure of nodes, connectors and core elements in two deployment scenarios in 2025 and 2030.
