  • 9 ecological sectors and systems applicable to cities have been identified, according to those identified as priorities by the National Plan for Adaptation to Climate Change.
  • 5 main areas of local government that can be influenced with arguments for them to integrate climate change management, and especially adaptation to it.
  • 12 success stories (6 national and 6 international) in the field of climate change adaptation and mitigation, and which are excellent examples of urban sustainability that can serve as inspiration for other cities.
  • 31 innovative business solutions to make it easier for public administrations to know the available offer to address local strategies for mitigation and adaptation to climate change.
  • The results of the project were communicated to 11 organisations and public administrations that are leaders in the field of climate change and sustainability. In addition, the information was sent to 38 Spanish municipalities representing 29% of the Spanish population and 36% of the urban population nationwide.

Currently, more than 75% of the Spanish population lives in cities. As established in the Third Work Programme of the PNACC “the urban environment is specifically affected by the effects of climate change, which cause impacts in multiple areas, services and sectors, where planning and management by local administrations provide solutions that minimise vulnerability”. This project aims to equip the different areas of city councils – related to sectors and systems critical to the city – with useful knowledge and tools that allow them to make informed decisions and design policies that guarantee the construction of cities resilient to climate change. The project proposes to build on existing knowledge and solutions driven by the private sector (also recognized as a key agent in the 3PT-PNACC) that serves as a catalyst for change and new ways of working by contributing its experience and innovation.

The main objective of the project is to equip municipalities with the necessary information and tools to be able to build and develop their local strategies and actions for adaptation to climate change.

Specific objectives include:

  • Identify and analyse the risks and opportunities arising from the impacts of climate change on the most representative sectors and systems of the urban environment.
  • To make knowledge and orientation to action on climate change transversal among the different areas or departments of local administrations to influence decision-making and policy development.
  • To inspire and promote the action of municipalities in the field of adaptation to climate change through the knowledge of national and international success stories.
  • Connect supply and demand for innovative and sustainable solutions that promote adaptation to climate change in cities, considering the private sector as an agent with which to collaborate.
  • Disseminate the results obtained at national level.
  • Diagnostic report on risks and opportunities for adaptation to climate change in cities.
  • Arguments for municipalities for adaptation to climate change.
  • Compilation of national and international success stories of adaptation to climate change by cities.
  • Collection of business solutions to improve climate action in cities.
  • Global presentation report of the project and its results (executive summary).

The project “Toolbox for adaptation to climate change in cities” has aimed to equip the different areas of city councils, related to sectors and systems critical to the city, with knowledge that allows them to make informed decisions and design policies that guarantee the construction of cities resilient to climate change.

To this end, Forética has developed five useful and practical tools:

  • Tool 1 – Climate Change Adaptation Risks and Opportunities Report: identifies the main challenges faced by cities, as well as the opportunities they generate in terms of innovation, according to the main sectors and ecological systems present in urban environments.
  • Tool 2 – Climate change adaptation toolkit for city councils: it seeks to make knowledge about climate action transversal within city councils (beyond the area of the environment) and establishes indications on how the different areas that play a fundamental role in climate change adaptation can be involved.
  • Tool 3 – Success stories of national and international cities: selection of twelve success stories at the international and national level of leading cities in climate change adaptation issues and that can serve as a source of inspiration for cities at the national level.
  • Tool 4 – Business solutions: compilation of thirty-one products or services offered by companies that improve the performance of local administrations in climate matters, especially adaptation.
  • Tool 5: executive summary report of the different tools developed and presentation event in Madrid (20/06/2019). The session served as a meeting point between city councils, companies and other sectors to discuss the key aspects for achieving the global goals in terms of urban sustainability and climate action and to understand the way in which adaptation is already being addressed by these different agents.
